MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS The Evidence Manager performs managerial, budgetary, and administrative duties within the Evidence Unit. This position supervises special risk staff and directly reports to the Criminal Investigation Division, Investigative Services Section Captain. #oj Minimum Requirements At least 18 years of age. Must be able to comprehend and communicate fluently in verbal and written English. U.S. Citizen or possess a current permanent resident card. Clean criminal history; any arrest history will be individually evaluated. No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis. Bachelor's Degree (B.A. /B.S.) AND four (4) years of experience in handling, receiving, storing, and the disposal of property/evidence, inventory control, materials management and/or records management. Professional experience MUST include at least two (2) years of supervisory/management experience. If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows Four (4) years of direct experience for a Bachelor's Degree Must have a valid Florida driver's license. Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving agency vehicle. Use of agency vehicles would require appropriate driving history and passing agency biennial driver's physical exam. Must have the ability to regularly drive a cargo van. Must successfully complete Forklift Certification provided through the agency within one (1) year of employment. Ability to serve as the chief evidence custodian for the agency. Oversee the management, security, and operation of the evidence facility. Plan and allocate resources to effectively staff and accomplish the work to meet departmental productivity and quality goals. 35% of workload Ability to supervise/manage Evidence Technicians and subordinate supervisors within the Evidence Unit. 10% of workload Ability to interpret statutes and regulations to ensure proper procedures of operation are followed in the handling and disposing of evidence. Audit evidence as needed to ensure compliance with agency standards. 10% of workload Ability to create reports and compile statistical data for the agency, federal government, and outside sources such as the news media. 5% of workload Ability to be responsible for budget input, operating funds, and petty cash funds; maintains related reports and records. Recommend and/or orders relevant supplies. 15% of workload Ability to provide standby for call-out situations such as large evidence seizures and evidence facility alarms. 5% of workload Ability to assign Evidence staff to duties according to workload. 2% of workload Ability to testify in court as needed. 1% of workload Ability to analyze, resolve, or assist subordinates in resolving work problems as needed. 15% of workload Ability to maintain a comprehensive, current knowledge and awareness of applicable laws/regulations; maintain an awareness of new trends and advances in the profession; read professional literature; attend workshops and training sessions as appropriate. 2% of workload Ability to read, analyze, and interpret state statutes, legal reports, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions and complaints from groups of managers, other employees, outside organizations, and the public. Must have effective supervisory/management skills. Must be multi-task oriented, detail oriented, possess effective organizational skills and the ability to prioritize work assignments. Must have computer skills to include word processing, spreadsheet, and database applications. Ability to perform basic math skills (e.g., add, subtract, multiply, and divide whole numbers, common fractions, and decimals). Ability to create graphs and compare numbers, volumes, and ratios as it relates to projecting workload, grown impacts and storage volumes. Ability to maintain relevant training. May have to drive a large commercial box truck with a lift. PREFERRED QUALIFICATIONS:Experience with property and accounting software. Certification as a Property and Evidence Specialist (CPES) through the International Association of Property and Evidence (IAPE) SUPERVISORY RESPONSBILITIES:Directly manages employees and subordinate supervisors in the Evidence Unit. The supervised staff spend 70% of their time performing special risks duties as described by the Florida Retirement Service; which includes the collection, examination, preservation, documentation, or preparation of human tissues or fluids or physical evidence having potential biological or chemical contamination, or exposure to chemicals, processes, or material that may have carcinogenic or health damaging properties (air/blood borne pathogens, bodily excretions, contagious diseases, such as HIV, Tuberculosis, MRSA, and Hepatitis) in handling of such evidence. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees (and coordinating training for employees); planning, assigning, scheduling, and directing work; appraising and evaluating performance; counseling, coaching, rewarding and disciplining employees; addressing complaints and resolving problems; reviewing, completing, and approving time sheets, time off requests, and payroll. WORK ENVIRONMENT While performing the duties of this job, the employee is exposed to fluids or physical evidence having potential biological, chemical hazard or contamination or materials that may have carcinogenic or health-damaging properties to include: fumes or airborne particles; biohazardous substances; lethal weapons; blood borne pathogens, molds and gas. Other duties may occasionally expose employee to moving mechanical parts, high precarious places and outside weather conditions. The noise level in the work environment is usually moderate. May have to occasionally work evenings, weekends, and/or holidays. Occasional on-call work is required. Also receives all alarm calls for the Evidence Facility and assists with determining threat level with the alarm company and the video verification software.
