POSITION SUMMARY: The principal functions of an employee in this class are to plan, review, and train/retrain and evaluate the work of Utility Technicians in all aspects of the water meter operation and maintenance to ensure compliance with all the established policies and procedures including Federal and State rules and regulations. The work is performed under the supervision and direction of the Business Manager I, but considerable leeway is granted for the exercise of independent judgment and initiative. Oversees, assigns, schedules, and evaluates the Utility Technicians. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Utility billing staff and other City officials and employees, State and Federal regulatory agencies, vendors, contractors and developers, and the public. The principal duties of this class are performed in a public view environment and on site at a variety of municipal and public lands with exposure to hazardous chemicals, airborne pathogens, electrical hazards, construction equipment, and adverse weather conditions. ESSENTIAL FUNCTIONS: • Plans, leads, and evaluates the work of assigned personnel, including interviews for new or vacant positions/selection of staff, monitoring work schedules, providing direction, when necessary, discipling as required, managing conflict, terminating employees, and rewarding employee's performance when appropriate; or makes recommendations which are given weight about the change of status to other employes. • Provides to appropriate City officials, supervisor, employees, contractors, developers, and the public an overall view of upcoming and in-progress projects, goals, standards, and practices. • Reads meters and makes complete and accurate consumption records. • Ensures the efficient operation of meters in an assigned area, to include performing routine maintenance and repairs on meters and service sites as required, proofing previous readings, and checking for leaks as needed. • Monitors the conditions of the meters and reports any problems or deficiencies to an assigned supervisor(s), including replacing water meters as well as damaged rings, lids and tub. • Leads and oversees the training of repairs and maintenance of meters both in the field and bench work. • Responds to services orders, including turning meters on or off as requested due to residents moving or emergencies, in addition to shutting off water services due to non-payment and performing. • Takes care of customers questions and concerns in a timely manner. • Manages the installation of replacement and new meters. • Understands and runs reports in Aclara due to continues flow, leaks etc. • Able to run error (RF) checks in Aclara. • Is available to take calls after hours if needed. • Assumes responsibility for other duties as required or assigned. • Provides needed information and demonstrations concerning how to perform certain work tasks to new and current employees. • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio- visual materials to become and remain current on principles, practices, and new developments in assigned work areas. • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems. • Responds to citizens' questions and comments in a courteous and timely manner. • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities. • Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines. • Communicates information and states concerns in a clear and professional manner. • Respects the opinion of others and demonstrates a reasonable relationship with employees, supervisors, and others. • Accepts and performs in a timely and effective manner changes in work assignments and/or how work is performed. REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS: • Education: High School Graduate or General Education Degree (GED); Required • Experience: 4 plus years of experience in maintenance or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work. • Computer Skills: Ability to operate computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and out use to new skills and knowledge brought about by rapid changing information and/or technology. • Certifications & Licenses: Valid Driver's License. Water Distribution II License within 1 year of excepting position. REQUIRED KNOWLEDGE, SKILLS & ABILITIES: • Strong oral and written communication skills • Some knowledge of the geography (GIS) and streets locations throughout the City. • Some knowledge of the practices, procedures and operations, including plumbing operations, involved with the installation and repair of water meters and related equipment. • Some knowledge of general mathematical computations. • Ability to operate a variety of hand and power tools. • Ability to diagnose equipment malfunctions. • Ability to work outdoors in physically demanding conditions. • Ability to make simple mathematical computations and accurate readings of meters. • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language. • Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations. • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. • Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. • Integrity, ingenuity, and inventiveness in the performance of assigned tasks. WORK ENVIRONMENT: • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions.
