For more information, please visit Eastern and Southern Africa: Home to about half a billion of Africa's people, Eastern and Southern Africa is a geographically, culturally and economically diverse region of 26 countries stretching from the Red Sea in the North to the Cape of Good Hope in the South. Children under 18 make up almost half of the total population. The subregion boasts of some of the world's richest human and natural resources and, apart from South Africa, the countries are predominantly raw material exporters. The World Bank's Eastern and Southern Africa Region, comprised of approximately 1,300 staff, mostly based in 26 country offices, has been helping countries realize their considerable development potential by focusing on the following priorities: Creating Jobs and Transforming Economies, Building the Digital Economy, Institutions more Efficient and Accountable, Investing in People, Supporting Climate Change Mitigation and Adaption, addressing the Drivers of Fragility, Conflict, and Violence, Building Partnerships and Working across the African Continent. The World Bank is a dedicated partner for Eastern and Southern African countries, helping them deliver strong development outcomes for their people. This Private Sector Specialist (ETC) will be based in Washington DC and will be part of the FCI program, with a primary focus on Trade Facilitation operations and supporting other TTL's as well in lending and ASA programs in the East Africa unit (EAEF1). The Private Sector Specialist reports to the Regional Practice Manager (EAEF1) for Finance, Competitiveness and Investment and will be expected to work independently under the guidance of the TTLs, support lending, Analytical and Advisory Services (ASAs) and other technical assistance activities. Job Duties and Responsibilities: • Support project and program design and implementation, providing technical input to PADs, Financing Agreements, and Implementation Plans. Prepare project proposals, concept notes, briefs, and progress reports; facilitate client co-design and stakeholder consultations. Contribute to supervision, drafting aide-memoirs, back to office reports, M&E and ISRs; troubleshoot implementation challenges and propose adaptive solutions. Monitor results frameworks and development outcomes. • Support policy dialogue with government, deliver technical advisory services, and participate in high level meetings as part of missions. Provide inputs on the design of policy and regulatory reforms; review and comment on government strategies, action plans, and trade related programs. • Lead/contribute to analytics informing project design and policy on regional integration, trade facilitation, services trade, value chains, e commerce, private sector development, and frameworks under AfCFTA and the WTO. Conduct diagnostics, develop data collection and analysis methodologies, and disseminate findings. • Provide legal and policy analysis on trade matters, including compliance, regulatory policy, governance frameworks, and operational documents. • Build and maintain relationships across the trade ecosystem-government counterparts, private sector, regional economic communities-and coordinate with development partners on Bank global advocacy initiatives. • Generate and disseminate knowledge products-working papers, policy notes, case studies, toolkits, impact briefs, and blogs-advancing understanding of Africa's trade landscape. Contribute to cross GP products (e.g., CPSD, CPIA, country economic updates) and develop good practice guidance on regional integration, trade facilitation, services, value chains, e commerce, and private sector development. • Provide technical support to WBG colleagues and government clients on leveraging trade to boost incomes, create jobs, and improve results in sectors such as energy, transport, urban development, agriculture, social protection, and digital development. • Supervise consultants and firms supporting WBG technical assistance and IDA/IBRD lending operations. Selection Criteria The following qualifications are required: • Masters level (completed or near completion) or equivalent qualification with a minimum of 5 years of relevant professional experience in the areas of business, management, economics, finance, entrepreneurship or related discipline. • Solid knowledge and experience in the one or more topic areas covered by the program, including: business environment and investment climate, investment policy and promotion, competitive industries and sectors, SME upgrading and productivity, entrepreneurship including digital platforms and access to finance, industrial policy, access to markets, competition policy, and trade. • Experience in designing and implementing lending operations and leading core analytical ASAs focused on private sector development is desired. • Familiarity with World Bank Group products, policies and procedures, as well as Trust Funds. • Excellent writing and presentation skills in English and use of Microsoft tools (Word, Excel, Power Point and others). • Possess strong internal and external client engagement skills and ability to collaborate and work across boundaries. • Ability to work collaboratively with IFC, development partners and across the Prosperity vertical on key analytical and lending operations. • Professional maturity and the ability to build relationships and inspire confidence in senior country officials.
