This position leads the development and review of plans, scopes, and specifications; oversees staff and consultants; and provides essential engineering and management support to ensure the safe, efficient operation and maintenance of public facilities. This is an exciting opportunity for an engineer to take on a diverse and rewarding role supporting municipal operations that impact 186 city facilities. This position will be filled as an Engineer II or an Engineer III depending on licensure, experience and qualifications of the selected applicant. The ideal candidate will perform a variety of duties of a complex nature related to maintenance repair and replacement of city facilities and operational systems and equipment. Candidates must be adept at working on multiple projects, self-motivated, highly organized, and possess excellent writing and communication skills. Representative work duties include but are not limited to: Apply project management techniques for various projects to ensure projects are delivered within their scope, schedule, and budget constraints. Prepare designs, specifications, and contracts for municipal building projects. Administer construction contracts to ensure they are completed within budget, comply with contract provisions; negotiate change orders, maintain records, and prepare reports. Review and inspect construction in progress to ensure the methods, materials, and equipment conform to approved standards. Conduct field inspections and interpret contract requirements. Coordinate projects with other City Departments to minimize field problems and facilitate construction. Prepare project cost estimates, monitor expenditures, and construction project schedules. Official City Job Description: Working Conditions: Minimum Requirements: Engineer II Minimums: Requires a Bachelor's degree in engineering or closely related field with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience. Engineer III Minimums: Requires a Bachelor's degree in engineering or closely related field with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience. Engineer II/III Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Additional Requirements: DMV Transcript: Required CDL: Not Required DOT History: Not Required CPS Check: Not Required Physical: Not Required Respirator: Not Required Polygraph Review: Not Required Psychological Screening: Not Required Attachments Required: Preferences: • Demonstrated ability to manage engineering or construction projects. • Knowledge of contract administration practices, including change orders, documentation, and compliance oversight. • Background working on facility construction projects. • Strong skills in design, preparation, and review of engineering plans and specifications. • Demonstrated experience with preparing project cost estimates and monitor budgets. • Proficiency with standard computer applications, including Microsoft Office Suite. • Strong written and verbal communication skills, including preparation of technical reports and presentations. • Experience coordinating effectively with contractors, consultants, and multiple City departments. • Knowledge of municipal engineering standards, codes, and permitting processes. • Familiarity with capital improvement programs (CIP) and public facility operations and maintenance.
