The Infrastructure Division supports the safe, secure, efficient, operation and the five-star service of the three HAS airports. This support is done through effective asset management, project controls, design management, project management, construction management, and commissioning.PURPOSE OF THE POSITIONThe Senior Staff Analyst, reporting to the Division Manager, Infrastructure Quality Controls, and situated within the Houston Airports (HAS) Infrastructure Division's Project Controls business unit, is primarily responsible for integrating a robust Safety Risk Management (SRM) program across all HAS Capital Improvement Program (CIP) projects. This position holds a pivotal role in the strategic oversight and risk management of the Houston Airports' diverse capital projects portfolio. The core function is to establish comprehensive processes, programs, and best practices designed to effectively identify, prevent, mitigate, and minimize operational and financial risks, thereby safeguarding airport assets, ensuring regulatory compliance, and maintaining operational efficiency and financial integrity. Leveraging extensive experience in maintaining and updating the risk register, the Senior Staff Analyst will provide precise categorization, rigorous prioritization, and clear assignment of risk ownership for all identified hazards. Furthermore, this position will help to implement risk reporting, communication, and consultation."Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date."The SR STAFF ANALYST responsibilities of this position include, but are not limited to: Investigates and makes recommendations for addressing risk issues of medium to high complexity and/or sensitivity. Assigned management responsibilities on a limited basis for certain functions, units or programs. May also function as a lead. Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned. Completes special projects as assigned, working on a wide variety of Financial, Administrative, Professional, Management and Community issues and problems of medium to high complexity. Negotiates solutions for problems of medium to high complexity as assigned by supervisor. Participates in evaluation and design of workflow, processes, various operations systems, etc. Develop and execute comprehensive Construction Risk Management frameworks, Encompassing Plans, Procedures, and Reporting Structures. Ensure rigorous adherence to organizational standards, contractual obligations, and pertinent regulatory or funding agency guidelines. Ability to assess terminal buildings and landside/airside projects, identifying risks and deficiencies in MEP (mechanical, electrical, plumbing), structural, vegetation, and pavement systems. Establish and maintain the project's central risk register, incorporating specialized construction-specific risk categories. Leads risk identification workshops with Design teams, Construction Managers, Contractors, and Stakeholders. Drive collaborative efforts with project and construction teams to plan robust mitigation strategies, contingency plans, and risk response protocols. Provide continuous oversight of risk triggers, emerging threats, and evolving field conditions throughout the construction lifecycle. Maintains and updates the risk register regularly and ensure risks are accurately categorized, prioritized, and assigned to responsible parties. Recommends improvements to risk management tools, templates, and processes. Conducts reviews of contractor’s schedules, phasing plans, and logistics plans to identify potential risk exposures. Responsible for the regular maintenance and updating of the risk register, ensuring precise categorization, prioritization, and clear assignment of risk ownership. Provides training and guidance to project staff on construction risk management best practices. WORKING CONDITIONSThe position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.MINIMUM REQUIREMENTSEDUCATIONRequires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.EXPERIENCE:Five years of Professional Administrative, Financial or Analytical experience related to the type of work being performed are required.Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.LICENSE REQUIREMENTS:May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.PREFERENCES The Senior Staff Analyst should have experience with large scale infrastructure Capital programs, Aviation or Airport Infrastructure projects. Have knowledge and experience working in a CFR Part 139 Airport setting. Strong understanding of Construction processes, Contract Structures, and Project Delivery Methods (CMAR, DBB, DB). Proficiency with Risk Analysis tools (e.g., Primavera Risk Analysis, P6, PERT, SWOT analysis, Risk breakdown structure, Root cause analysis, etc.).
