Job Description

The Director of Student Services & Compliance is a critical network leader responsible for ensuring Breakthrough Public Schools is in full compliance with federal, state, and local regulations governing special education and related programs. This leader oversees compliance operations, funding systems, and accountability structures that guarantee equitable access, accurate reporting, and sustainable resource management for scholars with disabilities. Reporting to the Managing Director of Student Services, the Director manages the Compliance team, leads internal and external audit processes, and ensures accuracy in EMIS reporting, funding documentation, and compliance-driven initiatives. This role bridges policy, operations, and practice-ensuring the network's mission of "every child known, loved, and prepared" is supported by systems of integrity, accuracy, and compliance excellence. Key Responsibilities Compliance Oversight & Accountability Serves as the network representative to resolve and support family concerns to provide solutions aligned to compliance expectations. Develops and monitors timelines for Individualized Education Programs (IEPs), Evaluation Team Reports (ETRs), and re-evaluations to ensure all legal deadlines are met. Ensure IEPs are compliant, data-driven, and aligned to Ohio Learning Standards. Maintain confidentiality and ensure due process in all compliance procedures. Stay current with updates in IDEA, ODE guidance, and local sponsor expectations to ensure organizational compliance. Maintain and oversee the network-wide inventory of approved assessments for eligibility, progress monitoring, and reevaluation. Ensure schools have access to appropriate, valid, and reliable instruments aligned to ODE standards. Leadership & Team Management Directly supervise and evaluate Compliance Managers responsible for school-based compliance. Provide ongoing coaching, feedback, and professional growth opportunities for compliance staff. Collaborate with school leaders to ensure alignment of accountability, quality, and compliance expectations. Lead the development of normed IEP templates, structures, and quality control systems across the network.. EMIS Reporting (Compliance and Funding) Serve as the primary Student Services lead for EMIS related to compliance and funding accuracy. Conduct quarterly verification reviews of IEPs, disability codes, and service logs. Partner with the Data and Operations teams to ensure reporting integrity for all students with disabilities. Manage Level II funding resolutions with ODE, ensuring all discrepancies are corrected promptly. Coordinate internal review and documentation to maintain funding compliance and transparency. Threshold Cost Management Oversee high-cost student reporting and documentation for Threshold Cost reimbursement. Partner with Finance to ensure accuracy in expenditure tracking and submission timelines. Medicaid Claims & Reimbursement Serve as process owner for Medicaid billing and claims management for eligible related services reimbursement. Coordinate provider documentation, service logs, and submission accuracy for reimbursement. Conduct periodic audits to ensure compliance with Medicaid guidelines and maintain audit readiness. Alternate Placement Coordination & Oversight Oversee the end-to-end process for alternate school placements (Education Alternatives, PEP, LEAP, and others) to ensure compliance, accuracy, and communication across departments. Collaborate with schools and program contacts to confirm availability and secure placements aligned with each student's IEP and least restrictive environment. Ensure completion and submission of referral forms, contracts, purchase orders (POs), and transportation requests in collaboration with Operations and Finance. Maintain an updated Alternate Placement Roster; notify schools, families, and transportation teams of placement start dates. Coordinate related service assignments, ensuring continuity of required therapies and evaluations between BPS and the alternate site. Oversee IEP amendments to reflect new placement, start date, and service locations, ensuring documentation in SameGoal and PR-01 forms. Monitor attendance compliance and ensure weekly verification for accurate EMIS reporting in alignment with state requirements. Ensure timely receipt and upload of progress reports from alternate programs for ongoing monitoring. Support reentry and reintegration planning with schools through quarterly reviews or annual IEP team discussions. Professional Development & Capacity Building Design and facilitate differentiated PD on IEP development, compliance requirements, and evidence-based practices. Lead compliance sessions during summer institute, network PD days, and ongoing school-year sessions. Provide school-based professional learning and consultation to strengthen special education practices. Build staff capacity to understand, interpret, and implement federal and state compliance expectations. Collaboration & Stakeholder Engagement Partner with school leaders, academic teams, and Student Services staff to ensure cohesive supports for diverse learners. Communicate updates to staff and families regarding compliance expectations and IEP processes. Serve as a resource to campus administrators during IEP meetings, audits, and parent communications. Support recruitment, hiring, and retention of qualified special education professionals. Skills and Qualifications: Strong knowledge of IDEA, EMIS reporting, and ODE compliance standards. Proven track record of managing compliance operations and audits at the district or network level. Experience with Medicaid reimbursement, Level II funding resolutions, and high-cost student reporting. Proficiency with PowerSchool, EMIS platforms, Google Suite, and Excel. Exceptional attention to detail, data management, and organizational systems. Excellent written, verbal, and interpersonal communication skills. Collaborative leadership style with the ability to manage multiple priorities across schools. Education and Experience Master's degree in Education, Special Education, or related field (required). 3-5 years of leadership experience in special education compliance or district-level administration. Demonstrated success in managing audits, EMIS reporting, and compliance funding systems. Licensure and Certification(s): Current Professional Educator License, Mild/Moderate Special Education in the state of Ohio or ability to earn reciprocity Candidate must possess a valid driver's license with a driving record in accordance with the DPS's acceptable guidelines. TechnicalSkills and Knowledge: Excellent verbal and written communication skills. Excellent interpersonal and technical support skills. Excellent organizational skills and attention to detail. Strong analytical and problem-solving skills. Ability to keep information confidential. Proficient with Microsoft Office Suite and Google Drive. Ability to work in a fast-paced environment, with speed, precision, and accuracy. Requires working as part of a group to solve issues and problems. WORK ENVIRONMENT AND PHYSICAL DEMANDS: Based at the BPS Home Office with frequent travel to schools (50-75% of the week). Combination of office and school-based settings.
