This position prepares and reconciles payroll reports, maintains payroll records, and performs advanced accounting tasks to support the Town's financial integrity and values. Additional responsibilities include assisting the Finance Director and Assistant Finance Director with month-end closings, financial reporting, and annual budget preparation. The role also assists in managing the Town's payroll software (UKG Workforce Ready), providing ongoing maintenance, support, and training to department leaders. This position serves as backup for accounts payable and procurement functions and may perform other accounting duties as needed. Confidentiality, independence, attention to detail, and the ability to consistently meet deadlines are essential for success. Pay Grade 4: Budgeted hiring wage range = $27.22 - $34.02 Full wage range=Min: $27.218 Mid: $34.022 Max: $40.827 wage offer based on specific job experience and education ResponsibilitiesAccurately process bi-weekly and monthly payroll, including ACH files, checks, pay stubs, and all applicable deductions. Prepare payroll-related reports, tax deposits, quarterly unemployment filings, and annual reports (W-2s, Workers Compensation, ACA forms, FPPA regulations and reporting). Ensure compliance with federal, state, and local payroll regulations; interpret laws and advise management on policy implications. Process garnishments, levies, and court orders; communicate procedures and deductions to employees. Applies strong internal control practices to payroll process, including reconciliation, documentation, and audit trail maintenance. Post payroll expenses to the General Ledger; reconcile accounts and resolve discrepancies promptly. Review and validate time entry records; calculate supplemental and on-demand payroll checks as needed. Serve as a key member of the UKG Support Team; assists in maintaining system configurations and providing training to managers and supervisors. Assist with annual audits, budget preparation, and special financial projects; make pre/post audit adjustments as required. Recommend and implement improvements to payroll processes and policies; draft updates for review and approval. Collaborate with Finance, HR, and IT in service-oriented working relationship teams to ensure accurate data and system functionality. Provide detailed payroll and financial reports to department heads and senior management. Maintain confidentiality and deliver exceptional customer service to employees and departments. Maintain documentation and audit trails in accordance with public records and retention laws. Serve as liaison with retirement system representatives and auditors. Investigate payroll discrepancies, perform root-cause analysis, implement corrective and preventive measures, and document issues and resolutions to support audits and continuous improvement. Exercise independent judgment in applying payroll laws, policies, and procedures; escalate complex or high-risk issues to Finance leadership as appropriate. Actively seeks out training and professional development to maintain & development substantial expertise of payroll regulations, systems and best practices as appropriate. Preferred: 2+ years of payroll processing, financial management, and budgeting experience Preferred: 1+ years public sector experience Preferred: 1+ years of experience applying analytical and technical accounting skills to complete assigned tasks accurately while managing multiple priorities under guidance. Preferred: 1+ years of experience demonstrating clear written and verbal communication skills, with the ability to maintain confidentiality and follow established policies and procedures. Preferred: 1+ years of experience working collaboratively with peers and cross-departmental teams to build positive working relationships and support shared objectives.
