DescriptionJob Title: Energy Delivery Project Manager I/II/SeniorPosition Purpose and Objectives: Under the direction of the Senior Power Supply Program Manager, the Energy Delivery Project Manager will partner with internal stakeholders, consultants, cooperative members, and other utilities to both manage projects and support energy delivery project tasks. In this role, you will drive projects that will reduce power supply costs, increase United Power's energy resource portfolio, support transmission development, and ensure resource adequacy. The Energy Delivery Project Manager will be responsible for establishing and delivering projects that interconnect generators, large loads, strategic resources, market deliverables, and other major projects that support United Power's Power Supply Team. Essential Job Functions: Responsible for maintaining overall project performance metrics, which include managing the scope, schedule, permitting, budget, maintenance, and safety performance for the full project lifecycle from planning through design, construction, and integration of the project with operations. Develop mitigation and recovery plans to support project milestone deliveries. Interfacing directly with various external clients and United Power management to report progress, costs, schedule, and risks across a portfolio of power supply projects. Manage work tasks between United Power employees and third-party contractors. Support Large Load Process development, Generator Interconnection Process development, and other processes to support the Power Supply team. Support work necessary to transition United Power into SPP RTO Expansion and SPP Markets+, as well as future market support. Develop forms and other tools to ease the burden of project execution for various project processes. Managing contract solicitations, including document creation, pre-bid meetings, addenda, review of offers, and contract awards. Ensure projects are executed in compliance with all applicable laws, rules, regulations, ordinances, and codes, and with United Power's policies, procedures, and standards. Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace. Performs other duties as may be requested or assigned to meet the needs of United Power in the interest of good management practice. Minimum Qualifications: Must possess a valid Colorado driver's license or the ability to obtain one. Energy Delivery Project Manager I A bachelor's degree in the following disciplines: Project Management, Engineering, Energy Management, or a related technical field; and six (6) years' relevant experience, or practical equivalent project management experience managing engineering or consulting projects may be substituted for formal education. Energy Delivery Project Manager II A bachelor's degree in the following disciplines: Project Management, Engineering, Energy Management, or a related technical field; and eight (8) years' relevant experience, or practical equivalent project management experience managing engineering or consulting projects may be substituted for formal education. Senior Energy Delivery Project Manager A bachelor's degree in the following disciplines: Project Management, Engineering, Energy Management, or a related technical field; and twelve (12) years' relevant experience, or practical equivalent project management experience managing engineering or consulting projects may be substituted for formal education. Prior experience leading and/or managing a team. Desired Qualifications: Project Management Professional (PMP) Certification is desired. Related experience working for, or providing consulting services to, electric utilities is desired. Knowledge, Skills, and Abilities: Demonstrated ability to take initiative for new tasks and projects without previous experience, including a willingness to make mistakes, learn, and improve. Ability to establish clear outcomes aligned with strategy, manage them, and effectively report on progress. Ability to manage multiple complex high-visibility and/or high-impact projects/programs simultaneously. Strong business acumen and project management expertise with a successful record of implementing transformational customer experiences that drive and exceed business goals. Process improvement and change management experience. Concrete examples of having identified problems and opportunities from a customer standpoint, and proven results implementing solutions. Passionate customer/member advocate with an innate desire to build programs that exceed their expectations. Demonstrated ability to manage ambiguity and react to change productively and handle other tasks as needed. Excellent organizational and communication (oral, written, presentation, and facilitation) skills with the demonstrated ability to interact with all levels inside and outside of United Power. Knowledge of electric utility operations, including pricing, rate structures, and energy management, is beneficial to the role. Demonstrated ability to interpret contract language and the understanding of applicable transmission tariffs, purchased power agreements, and other delivery contracts. Demonstrated ability to use computer software programs (e.g., e-mail, word processing, spreadsheet, and project management). Appropriate technical expertise to support technical solutions is beneficial. Knowledge of the electric utility industry. Ability to work effectively in a diverse work environment. Must have the ability to travel for member and business meetings. Supervision Received and Exercised: Energy Delivery Project Manager I and II Receives guidance and direction from the Senior Power Supply Program Manager. Directs and manages projects where the work is assigned to internal personnel or external contractors. May receive mentorship and direction from others in the Power Supply organization as appropriate. Senior Energy Delivery Project Manager Receives broad guidance and direction from the Senior Power Supply Program Manager. Directs and manages projects where the work is assigned to internal personnel or external contractors. May provide mentorship and direction to Energy Delivery Project Managers I/II and other Power Supply team members managed by the Chief Energy Resource Officer. Initiative: Accepts new challenges with a desire to understand, develop, and innovate solutions that may be utilized consistently by the organization. Discretion/Latitude: Works under only general direction. Independently determines and develops approaches to solutions. Works are reviewed upon completion for adequacy in meeting objectives. Decisions are made within the guidelines provided by management regarding modifications to processes, workflows, purchases, and prioritizing projects. The position has the ability to make decisions regarding how to manage time at work. Impact: Contributes to the completion of specific programs and projects. Failure to obtain results or erroneous decisions or recommendations would typically result in serious project delays and considerable resource expenditure. Liaison: Frequent inter-organizational and outside customer contacts. Represents the organization in providing solutions to difficult technical issues associated with specific projects. Frequently interacts with other employees, in person, over the phone, or by email to discuss projects, procedures, and member needs. Essential Physical & Mental Requirements: Ten percent (10%) of the time may be spent standing. Must be able to push and pull up to ten pounds (10 lbs.) when opening and closing cabinets, doors, and file drawers. Must be able to stoop or kneel when getting into file drawers in the office. Must be able to reach and use hands, arms, and fingers when driving a vehicle and working at a desk. Must be able to talk clearly in an ordinary tone and hear ordinary conversation while working with customers and employees. Must have adequate close-up vision for reading and writing. Must have distance vision accommodation, depth perception, color vision, and field of vision when driving a vehicle. Must be alert, precise, analytical, ingenuous, and persuasive. The required tasks also demand initiative, problem-solving ability, and good judgment; alertness, persuasiveness, patience, and excellent communication skills, both oral and written; good memory, concentration, reasoning, imagination, visual discrimination, aesthetic sense, and spatial perception. Working Conditions: The worker is subject to inside office environmental conditions.
