BRIEF POSITION SUMMARY Performs highly complex (senior-level) systems administration work. This position plays a critical role in managing, patching, and troubleshooting a diverse range of IT systems, including endpoints, servers, web applications, and virtualization environments. Work involves systems administration, with a focus on security, performance, and reliability. May assign and/or supervise the work of others. Reports to Network Branch Chief. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Work Hours: Monday - Friday, 8-hour days, 40 hours/week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Administer and maintain secure configurations for servers, networks, and virtual environments across Texas Military Department (TMD) infrastructure. Monitor system performance and conduct regular audits to ensure data integrity, availability, and confidentiality. Implement and enforce cybersecurity protocols, including access controls, encryption, and patch management. Collaborate with cybersecurity and IT teams to identify vulnerabilities and apply mitigation strategies aligned with National Institute of Standards and Technology (NIST), Criminal Justice Information Systems (CJIS), and TMD-specific frameworks. Support disaster recovery planning and continuity of operations through secure system architecture and backup procedures. Document system configurations, security controls, and change management activities in accordance with agency policy. Participate in infrastructure modernization efforts, ensuring secure transitions and minimal operational disruption. Oversee the configuration, deployment, and maintenance of endpoints and servers within the organization. Manage and administer web applications, ensuring optimal performance and security. Implement and manage hyperconverged infrastructure solutions to enhance system performance and scalability. Responsible for MSSQL database administration and design. Manage and administer cloud-based architecture such as Microsoft Azure and/or Amazon Web Services (AWS). Develop and execute patch management strategies to ensure all systems are up to date with the latest security patches and updates. Collaborate with cybersecurity and IT teams to monitor system vulnerabilities and implement corrective actions to mitigate risks. Provide tier 3 support for complex technical issues related to endpoints, servers, and applications. Diagnose and resolve hardware and software issues efficiently, minimizing downtime and impact on operations. Collaborate with other IT teams to troubleshoot network-related issues within Local Area Networks (LAN). Utilize scripting languages such as PowerShell, Bash, Perl, and Python to automate routine tasks and improve operational efficiency. Develop scripts to monitor system performance, automate deployments, and enhance system management processes. Maintain accurate documentation of system configurations, procedures, and troubleshooting steps. Generate reports on system performance, patch compliance, and security incidents for management review. Work closely with cross-functional teams to support IT projects and initiatives. Mentor junior staff and provide training on systems administration best practices. Support disaster recovery planning and continuity of operations through secure system architecture and backup procedures. Perform project planning tasks such as project risk assessments, alternative implementation analyses, and project status tracking and reporting. Evaluate network technologies for potential acquisition and direct the evaluation of various hardware and software resources to identify strengths, weaknesses, and potential benefits to the agency. Provide input into the preparation of budget recommendations for network facilities, analyze user support statistics, and implement appropriate measures. Attend work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. Perform related work as assigned. Qualifications: MINIMUM QUALIFICATIONS EDUCATION: Graduation from an accredited four-year college or university is required. PREFERRED EDUCATION: Graduation from an accredited four-year college or university with major coursework in computer science, management information systems or related field is preferred. EXPERIENCE: Three (3) years of full-time experience in systems administrations work. Experience using Microsoft applications to include Microsoft Word, Excel and Outlook is required. REGISTRATION, CERTIFICATION OR LICENSURE:A valid driver's license is required.The ability to obtain a Texas Driver's License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. Selected candidate must obtain and maintain a Department of Defense (DoD) Secret Clearance per Security Information Guide STIG-ID PE-02.02.01 Selected candidate must achieve DoD 8140 IAT Level II baseline certification within six (6) months of hire and maintain standing in accordance with DoD Instruction 8140. OTHER REQUIREMENTS:Background Investigation. Selected candidate must pass an initial criminal history check and review of foreign adversary connections that might prevent them from being able to maintain the security or integrity and periodic reviews throughout employment. In accordance with Executive Order GA-48, Texas Military Department (TMD) employees are prohibited from current employment or ongoing business relationships with any entity identified on the U.S. Department of Commerce's Entity List (15 C.F.R. 791.4) or any governmental entity or political apparatus of a country listed therein. The selected candidate must pass federal security background investigation and/or have the ability to obtain a Common Access Card (CAC). The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for background investigations. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. When inside, the employee is exposed to both normal office temperatures and noise, as well as colder, noisy Information Technology data center equipment environments. May require working long hours outside of normal work schedule during State emergencies or agency network outages. May occasionally work outside normal business hours to perform network maintenance. Work involves sitting, standing, walking, crawling, lifting, bending, twisting and turning. Will need to lift, carry, move, and set up equipment and materials that weigh up to 50 pounds. Work will involve some overnight (multiple nights) travel. Work will also involve long periods of transit time between locations (sometimes 4-5 hours or longer).
