Examples of DutiesDefinition of Responsibility Under general supervision, inspects the construction, repair, and alteration of buildings, and structures and inspects buildings, structures, and grounds to ensure compliance with building laws, codes, and other laws, code and regulations pertaining to the health, safety, and welfare of the community. Responsible for coordinating with other agencies inspections to resolve any conflicts. Essential Functions Conducts, and participates in the inspection of building, repair, and alteration activities to ensure compliance with approved plans, specifications, and codes. Conducts, and participates in the inspection of sites for which permit applications have been submitted. Conducts, and participates in the investigation of complaints concerning potential building code, code violations. Advises contractors, property owners, and the public regarding law, code, and regulation compliance measures. Prepares cases and testifies at hearings and various court proceedings regarding law and code enforcement matters. Assists the County Attorney in the prosecution of code enforcement cases. Maintains records of inspection activities. Prepares written reports. Example of Duties Performs other related duties as required. Qualifications Required Qualifications Possession of a high school diploma or an appropriate equivalent Plus Ten years of experience in building, electrical, and/or plumbing, gas, mechanical, and erosion sediment in construction, repair, and/or maintenance. (Additional education in construction technology or engineering may be substituted on a year-for-year basis up to a maximum of two years for the required experience.) Knowledge, Skills, and Abilities (Entry Level) Thorough knowledge of the principles and practices of building, electrical, plumbing, gas, mechanical, and erosion sediment inspection. Thorough knowledge of building, electrical, plumbing, gas, mechanical, and erosion sediment codes and standards. Thorough knowledge of building, electrical, plumbing, gas, mechanical, erosion sediment construction materials and standards. Skill in conducting building, electrical, plumbing, gas, mechanical, and erosion sediment code inspections. Skill in inspecting buildings, structures, and grounds. Skill in interpreting and enforcing building codes, electrical codes, plumbing codes, gas codes, mechanical codes, and regulations. Skill in interpreting maps, blueprints, and construction drawings. Skill in communicating and working effectively with contractors, property owners, and the public. Ability to conduct building, electrical, plumbing, gas, mechanical, erosion sediment code inspection and enforcement. Ability to keep records and complete inspection reports. Thorough knowledge of building codes, electrical codes, plumbing codes, gas codes, mechanical codes, erosion sediment and related laws, codes, and regulations. Knowledge of County and departmental rules, regulations, policies, and procedures. Skill in conducting building, electrical, plumbing, gas, mechanical, erosion sediment and zoning code inspection and enforcement. Required Licenses and Certificates Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. Some positions may require registration as Master Plumber/Gas Fitter in Baltimore County or possession of a Statewide Master Plumber/Gas Fitter License. Some positions may require registration as a Master General Electrician in Baltimore County or possession of a Statewide Master Electrician License. Some positions may require registration as an HVACR Master Restricted License. Some positions may require possession of a Responsible Person Certification for Erosion and Sediment Control. EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Conditions of Employment Persons appointed to this classification may work extended hours, nights, weekends, and holidays as required. Employees may be subject to call to duty as required. Employees must maintain proficiency in multiple fields of code inspection and enforcement Physical and Environmental Conditions The work of this classification entails walking, standing, climbing, stooping, and lifting and carrying objects of moderate weight. Duties also entail frequent travel between inspection sites and exposure to adverse weather conditions.
