Job Description

Position Objective: Serve as a Human Capital Transactions Senior Specialist in support of the U.S. Government Publishing Office (GPO), Human Capital business unit. Duties and Responsibilities: Input and verify employment documents in the USA Staffing system to onboard new hires efficiently. Create and update personnel reports tailored to program needs, audits, or special projects. Research and resolve complex pay and personnel policy inquiries. Clarify Human Capital Transactions program requirements and assist managers and staff with automated data processing systems (e.g., E-Verify, GRB, USA Staffing). Provide project status updates to Team Lead or supervisors and highlight areas that require attention. Guide new selectees through the onboarding process, ensuring completion of required documentation. Address questions regarding employment requirements and identify potential issues. Review personnel forms for accuracy and completeness, following up on missing information as needed. Ensure timely entry of actions into the National Finance Center (NFC) database. Offer advisory services on recruitment and staffing in relation to personnel actions and new employee hiring. Verify Fair Labor Standards Act (FLSA) assessments, veteran's preference eligibility, and routine pay adjustments. Process SF-52s and SF-50s for various personnel actions, ensuring compliance with OPM guidelines. Coordinate onboarding dates for new hires and communicate effectively with candidates. Prepare offer letters and employment correspondence, and manage orientation materials. Participate in new employee orientation, delivering presentations and conducting one-on-one follow-ups with hires. Provide advice on grade retention and pay determinations related to affected employees. Update the HC Dashboard Tracker with accurate information regularly. Code actions for input into NFC automated systems, reviewing error listings for timely personnel action submissions. Review selection packages to ensure document accuracy before final job offers are issued. Collaborate with HC Talent Acquisition Specialists to fulfill a variety of hiring needs. Attend staff meetings and training sessions as necessary to enhance skills and team dynamics. Qualifications Basic Qualifications: Minimum of three (3) years of relevant full-time experience within the last five (5) years. Bachelor's degree preferred. Strong expertise in coding and processing personnel actions with correct coding for Standard Form actions. Experience with the USA Staffing system, including Selection Manager and Onboarding modules. Proficient in using the NFC/EPIC web system. Knowledgeable in GRB or similar systems. Advanced understanding of recruitment, placement, classification, compensation, and personnel support services. Highly skilled in National Finance Center's EmpowHR system. Familiar with OPM's eOPF system. Preferred Qualifications: Advanced working knowledge of: NFC, EmpowHR, Epic, eOPF, GRB or similar systems, USA Staffing, and Microsoft Suite (Word, Excel, PowerPoint, SharePoint, Outlook, Teams). Ability to effectively communicate verbally and in writing. Collaborative team player focused on achieving common goals. Reasoning Ability: Ability to follow instructions in various formats.
