Description Directs and manages the daily operation of a bus or rail transportation division, control center, bus/rail instruction, track allocation/start-up, or special events. Develops and accomplishes division's goals, and maintains adherence to Metro rules, policies, and procedures in support of the agency's goals and objectives, efficiency of operation, cost effectiveness, and positive management-labor relations. Examples of Duties GENERIC Develops goals, objectives, and priorities, and supervises staff at assigned location Directs the assignment of staff and resources to ensure that service objectives are achieved within budgetary constraints; conducts division shake-ups and bidding procedures Monitors staff compliance with policies, rules, procedures, regulations, practices, and labor agreements; directs the maintenance of employee records and departmental statistics Directs the review and analysis of transit operations and monitors system performance to identify and resolve problems while ensuring efficiency and cost-effectiveness Directs the investigation and resolution of customer complaints Directs the administration of workers' compensation program activities Directs disciplinary investigations, hearings, and counseling sessions; testifies at unemployment and workers compensation hearings and court cases Prepares written incident reports, correspondence, bulletins, and standard operating procedures Interacts with various departments and outside agencies to coordinate schedule and procedural improvements to ensure quality service Works closely with Bus/Train Operators, Supervisors, and other staff members in support of the goal to provide safe, courteous, and reliable transit service Assists in developing goals and establishing plans and priorities for assigned area Prepares daily reports for executive management review Supervises, trains, mentors, and motivates assigned staff Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees DIVISION/CONTROL CENTER/VEHICLE OPERATIONS Directs the investigation of accidents to minimize recurrence and determine if accidents are chargeable according to labor agreement mandates Provides direction to Bus Operators during accident investigation, schedule and route changes, and emergency situations Oversees vehicle services for seasonal and special events, including projecting equipment and staffing demands, scheduling appropriate personnel, and tabulating related statistics when assigned to Vehicle Operations Oversees the re-routing of bus lines and detour notices during major road construction projects, civil and tactical emergencies, and other situations affecting street operations; coordinates services with police, fire, road, and flood control agencies when assigned to Vehicle Operations Develops and oversees operating plans during emergencies and service disruptions, including maintaining published service levels and headways and ensuring staffing INSTRUCTION Directs and manages the design, development, and delivery of technical training programs for Bus and Rail Transportation to ensure assessments and standards are applied consistently across Operations. Identifies training needs; evaluates efficiency and cost effectiveness of program content and methods of instruction; observes, evaluates, and recommends improvements in teaching techniques; and ensures modifications and/or new equipment are incorporated into instruction. Develops scripts, screens, and flowcharts for use in technology-based-training programs. Prepares and presents timely reports on class performance; instructor and student pass/fail rates; student certification analysis; and evaluates in comparison to previous classes. Plans for long and short term training needs and adjusts curriculum in response to requests for revisions to existing programs. TRACK ALLOCATION/START-UP/EVENT DIRECTOR Directs and manages daily track allocation, special event coordination, and start-up operations for bus and rail; develops a consolidated service and staffing plan for special events and service disruptions. Develops and maintains a consolidated annual plan for major maintenance, construction, and project work to ensure advance notice is provided; monitors execution of maintenance and construction rail service adjustments to ensure compliance with submitted scopes of work, existing maintenance obligations, and contractual completions dates. Maintains an up-to-date special event calendar and track allocation schedule to minimize the overlap of scheduled maintenance and special events; communicates keys dates to impacted departments to ensure adequate bus and rail service levels and staffing during special events and service disruptions. Advises Service Planning leadership of changes to the work schedule to ensure an efficient and feasible use of track time; identifies opportunities to improve communication and processes to ensure understanding of and adherence to the work plan. Manages the development of detailed execution plans and timelines for transition nights (opening/closing/modification of a work zone) and ensures coordination of the Maintenance, and Signal and Traction Power engineering groups, to ensure safe work areas. Monitors weekend and daily coordination calls during major track work events to resolve conflicts/delays as necessary; escalates issues as required to senior management when a work event is behind schedule or otherwise forecasting a late return to service. Manages the development of work zone maps, safety requirements, and Signal and Traction Power isolation requirements, in compliance with Roadway Worker Protection (RWP) manuals, Metro safety rules, and Standard Operating Procedures (SOPs) to create clear and consistent guidelines for track access and the establishment of work zones; supports staff in determining resolutions to conflicting track rights requests. May be required to perform other related job duties Minimum Qualifications A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis.
