Work Schedule: 9/80 schedule: employees work 9 out of every 14 days (80 hours total), with every other Friday off. Job Location: Rochester, NY Arlington, VA Position Overview: The Lead, Trade Compliance oversees all trade compliance activities for the Tactical Communications Systems sector. Supports the enforcement of trade compliance policies, processes, and procedures. Coordinates with Licensing, Operations & Training, and Customs & Traffic teams to develop and implement compliant business solutions. dvises on U.S. Government (USG) trade laws and regulations (ITAR, EAR, OFAC) to ensure export/import compliance. Reports directly to the Senior Director of Trade Compliance. Key Responsibilities: Review and approve all Department of State (DoS) license applications before submission. Review and approve ITAR exemptions and EAR exceptions. Coordinate with product management and technical teams to provide required licensable product data to the USG. Manage and track DoS license approvals and maintain accurate export records. Provide trade compliance guidance and training to team members and business partners. Prepare and maintain export authorizations, including DSP-5 Technical Data Letters for electronic exports. Review and approve new consultant, distributor, and representative agreements. Maintain records of all export licenses and provide budgetary data to the accounting department. Participate in the Insider Threat Program Panel. Support a collaborative, transparent, and positive culture within the organization. Exercise keen judgment and discretion while maintaining confidentiality. Work independently with minimal supervision while being an effective team player. Must be able to obtain a U.S. Secret Security Clearance. Basic Qualifications: Bachelor's degree with at least 9 years of relevant experience, or Master's degree with 7 years of experience. In lieu of a degree, 13 years of directly related experience. Minimum 5 years of experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Minimum 5 years of experience with U.S. trade sanctions programs, including the Office of Foreign Assets Control (OFAC). Preferred Skills: Strong understanding of USG trade regulations and risk management practices. Experience using OCR EASE or similar trade compliance systems. Excellent verbal and written communication skills across all organizational levels. Strong interpersonal, organizational, and decision-making skills. Proactive, self-motivated, and adaptable to shifting priorities. Experience with ITAR, licensing, or as an Empowered Official. Prior experience in Aerospace and Defense (A&D) industry preferred.
