Ensures that applications and data management systems are developed and maintained consistent with the HHSC-BHS mission, applicable laws, rules, policies, especially those related to security, executive decisions, and user needs. Organizes testers for user acceptance testing (UAT) by communicating program needs and ensuring all testers are credentialed. Ensures the implementation of new system enhancements meets clients and programmatic needs. Works under direction of the functional Director, needing minimal supervision. Functions as a liaison to IT for HHSC BHS, ensuring appropriate exchange of information, monitoring and oversight of the development and maintenance of software applications in support of program areas. Ensures effective communication between groups about the agency, IT, program and end users (e.g. the Providers) needs/preferences and various approaches to the development of new functionality, balancing options for and impact of modifications to applications, as well as recommendations for streamlining and improvement. Participate in and provide oversight of the HHSC BHS IT projects and activities to plan, develop, maintain, and update applications. Activities include participation in requirements gathering workgroups, oversight of application design decisions to ensure the consistency and quality of the application, UAT, deployment planning, and final deployment approvals with IT project managers, business analysts, developers, subject matter experts, and internal and external stakeholders. EFJ1. 45% Communicates information, orally and in writing, alone or with others, related to job responsibilities, HHSC, and DSS that are professional, logical, and concise. Provides oversight and approval of documentation produced by IT to include use cases, communications with users, and tickets. Orally present information, formally and informally, to individuals and groups, is well organized, factual, and data based. Directly documents issues and risks or ensures appropriate documentation. Maintains all documentation is stored in an agreed to application (i.e. SharePoint) EFJ2. 25% As a member of DSS, ensures stakeholder engagement through conducting stakeholder analysis and creating stakeholder registers. Evaluates potential impacts to projects based on stakeholder positioning. Determines, through analysis, needed organizational change management, including additional assessments, ongoing assessments, communications, surveys, and trainings. Directly completes or oversees the same. Accountable for delivering high levels of customer service and customer satisfaction. Delivers exceptional meeting facilitation, presentation, interpersonal communication delivery, verbal and written. Participates in and provides oversight of change control and request for work processes for DSS to ensure they are effective and efficient. Meets multiple deadlines and works on projects with changing priorities. Uses the system to document the resolution of tickets. Recommends, participates in, and provides oversight of process improvements. EFJ3. 15% Serves as backup for DSS team members, when needed. Works with senior leadership, program, and IT to ensure work product is delivered promptly. Communicates with the internal and external stakeholders to deliver an oral and written presentation for the status of the multiple complex projects. Acquires appropriate levels of training and experience needed to provide support to other teams and system enhancements, bug fixes, and training materials. Shares and oversees the responsibility for running the business, and requests for DSS and IT support received directly and via mailboxes. Leads by example in recommending process improvements and bringing efficiency within HHSC by reducing waste. EFJ4. 5% Serves as backup for DSS team members, when needed. Works with senior leadership, program, and IT to ensure work product is delivered promptly. Communicates with the internal and external stakeholders to deliver an oral and written presentation for the status of the multiple complex projects. Acquires appropriate levels of training and experience needed to provide support to other teams and system enhancements, bug fixes, and training materials. Examples include, but are not limited to IT, behavioral/mental health, and business operations. Related experience, examples include, but are not limited to business analysis, operations management, performance improvement, and program management, may be substituted for the required education on a year-for-year basis. Experience helping deliver Application Development and Off the Shelf (OTS) solutions and related certifications such as Agile and Lean Six-Sigma Green Belt preferred.
