First Street Sanford, FL Job Type: Full Time Employment Job Number: 2025-03688/24052 Department: DS Development Review Engineering Opening Date: 11/05/2025 Closing Date: Continuous Description Professional work providing technical services to the department. Assists the department in achieving its mission and vision statements. Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. Additional compensation based on licensure. Essential Functions Note: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Provides engineering technical support and advice to non-engineer site managers in the program and technical advice to contractors who are performing laboratory analysis, data collection, site assessments, or remedial actions. Makes recommendations for corrective actions. Negotiates changes in scope of work as required and prepares change orders as necessary. Evaluates ongoing remedial systems and operations and maintenance costs of remedial systems. Performs on site inspections where assessments are being performed and remedial systems are built and operational. Makes recommendations for corrective actions as necessary. Prepares monthly invoice and backup for State, and assists in annual budget preparation. Organize, directs, and supervises work activities in the areas of engineering review and management. Coordinates engineering issues with other departments, divisions, outside agencies, applicants, developers, and engineers during the review of development projects, and makes recommendations to bring about consistency with established codes and regulations. Prepares agenda items for the Board of County Commissioners meetings as necessary. Advises developers, engineers, and the public, on County policies regarding water management, road design, and other engineering analysis issues. Represents the Division and the Department at various meetings and conferences and on local technical and advisory committees. Participates in pre-application conferences, project review team meetings, and pre-construction conferences, to assure that engineering design standards and specifications are correct and understood. Provides technical oversight and professional certification for remedial documents (remedial action plans (RAP), RAP modifications and site rehabilitation completion requests for various cleanup sites. Conducts engineering reviews and evaluates, remedial action plans (RAPs), RAP modifications, pilot test proposals and other engineering documents pertaining to the cleanup of petroleum contamination in groundwater and soil for their technical adequacy, compatibility with contaminants and conditions of contaminated sites, compliance with applicable Florida Administrative Codes, and cost effectiveness. Maintains engineering assignment RAP log database up-to-date in the computer system. Participates as lead team member for the review of site plan, subdivision, and other permit application packages to ensure compliance with the engineering requirements of the County Code. Reviews legal descriptions and instruments for plats, deeds, and easements for dedication, as related to development proposals. Performs work involving the review, coordination, and processing of development applications as related to civil engineering design, with appropriate environmental considerations, for roadway design, traffic operations, drainage systems, water quality, stormwater management, wetlands, and flood prone areas to ensure compliance and consistency with the Seminole County Land Development Code and Comprehensive Plan. Additional Duties: Performs other duties as may be assigned or as may be necessary. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties. Minimum Qualifications Bachelor's degree in environmental engineering, civil engineering, or a related field and six (6) years related experience required. Registration as a Professional Engineer in the state of Florida is preferred. A comparable amount of education, training, or experience may be substituted for the minimum qualifications. Additional Requirements Extensive knowledge of the principles and practices of engineering. Ability to communicate effectively both orally and in writing, with vendors, department directors, architects, engineers, contractors, management and the general public. Ability to maintain effective working relationships with diverse professionals and other county staff. Ability to plan, organize, expedite and set work priorities for program and assigned staff. Ability to analyze and interpret scientific and engineering data. Knowledge of the apparatus and techniques used in field and laboratory. Knowledge of use of digital cameras, odor sensor, metal detector, noise level meters and computers. Skilled in the use of personal computers and associated software used for data analysis. Must maintain current OSHA certifications. May be required to maintain a valid Florida Drivers License. County-paid benefits for bargaining unit employeesCompetitive Wages: As negotiated and stipulated in the bargaining unit agreement. Paid Time Off: New employees accrue 23 hours per month of Paid Time Off (PTO) if working 2,912 hours per year (56 hours per week); 12.4 hours per month of Paid Time Off (PTO) if working 2,080 hours per year (40 hours per week).
