General Statement of Duties This position will remain open until filled. Screening of applications will begin on February 6, 2026. Designs, develops, implements advanced GIS spatial data models, workflows, applications, and interfaces to support departmental and enterprise GIS initiatives; performs complex high-level GIS spatial analysis, data modeling and geoprocessing; performs related work as required applications to support. Essential Duties Assigned to the Department of Information Technology, as part of the Enterprise GIS Team, this position supports a wide variety of GIS-related tasks in support of Henrico County IT and Henrico County Community Operations. Community Operations, includes the Department of Public Works, Department of Recreation and Parks, and Department of Public Utilities. While this position will focus heavily on the Department of Public Works, it will help support the other two departments. The Department of Public Works is responsible for developing, improving and maintaining, an efficient and safe transportation and drainage network for Henrico County. The Department is divided into eight Divisions: Administration, Construction , Design , Environmental Services , Real Property , Road Maintenance , Transportation Development , and Traffic Engineering . These divisions ensure that all engineering, construction and maintenance work for roads, drainage, transit service, and erosion control follow the acceptable standards achievable with the efficient use of capital expenditures to provide the residents of Henrico County with the ability to travel throughout the County in a safe manner and with minimum congestion. This position will help manage and support the numerous GIS layers owned by Public Works. This data resides in a mixed state of hosted feature layers and geodatabase feature classes. These include critical assets such as floodplain, sidewalks, culverts, signs, signals, pavement, and capital projects. This position will be responsible for ad-hoc geospatial requests from divisions which may include maps, data, analytics, and applications such as surveys, field collection, reports, and dashboards. The position will also provide GIS technical training and support to departmental staff; assist with broader technology efforts across the department; interact with other departments, citizens, outside agencies (engineers, surveyors, legal professionals, title companies, etc.). This position will also create and maintain documentation and procedures; potentially support the Emergency Operation Center during planned and unplanned events; work collaboratively with County IT at-large, and perform other duties as assigned to help fulfill the mission of Henrico County. Knowledge, Skills and Abilities: This position requires: Thorough knowledge of GIS theory and practice Proficiency in ESRI ArcGIS Pro Desktop Client Proficiency using and creating content in ArcGIS Online/ArcGIS Enterprise Portal Environments Experience working in an enterprise geodatabase environment, including versioned editing Demonstrated knowledge of cartographic principles, visual design and layout techniques to present GIS materials Knowledge of Esri Roads and Highways, Linear Referencing, Cityworks AMS, and ArcGIS Data Reviewer are a plus Demonstrated experience working with relational databases and SQL Experience providing training and support to GIS end-users Candidate should also possess: Excellent interpersonal and communication skills with the ability to communicate technical information to non-technical audiences in user friendly language Ability to create and maintain accurate technical documentation Strong computer skills with ability to proficiently use computer and typical business software and applications as well as related peripherals Ability to problem solve and troubleshoot technical issues. The following qualifications are preferred: Experience working in local government Working experience with ESRI Roads & Highways and/or Linear Referencing Systems, Trimble Cityworks AMS and general asset management Proficiency in GIS Editing, Mapping, Analytics, Building and Implementing GIS Web Solutions such as Experience Builder Apps, Operation Dashboards, Survey123 Connect, FieldMaps and Data Reviewer; working knowledge of ArcGIS extensions such as 3D Analyst, Spatial Analyst, Model Builder, Network Analyst, and Geoprocessing tools. Minimum Qualifications GIS Analyst II: Four (4) year degree in GIS, computer science, geography, or other relevant IT field of study and two (2) years of relevant work experience with geospatial enterprise technologies including handling more complex work and smaller projects independently; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. GIS Analyst I: Two (2) year degree in GIS, computer science, geography, or other relevant IT field of study and two (2) years of relevant work experience with geospatial technologies, ESRI ArcGIS, including geoprocessing, raster analysis, Python, relational databases, and automating workflows ; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Additional Information The hiring department anticipates filling this position at the GIS Analyst I or II level with an anticipated hiring range of $62,605.04 - $75,519.45 depending on the qualifications of the successful applicant and the needs of the organization at the time of hire. The position may be filled at the GIS Analyst III or Senior level based on the qualifications and experience of the selected candidate Salary placement above the anticipated range may be considered for candidates whose qualifications significantly exceed the expected requirements of the position and would correspond to the approved range for the hiring level. This position is part of a Career Development Plan (CDP), offering opportunities for advancement within the GIS Analyst series. The requirements of each level are listed below: GIS Analyst I: Two (2) year degree in GIS, computer science, geography, or other relevant IT field of study and two (2) years of relevant work experience with geospatial technologies, ESRI ArcGIS, including geoprocessing, raster analysis, Python, relational databases, and automating workflows; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. (Grade HP.26 - $62,605.04 - $115,164.91) GIS Analyst II: Four (4) year degree in GIS, computer science, geography, or other relevant IT field of study and two (2) years of relevant work experience with geospatial enterprise technologies including handling more complex work and smaller projects independently; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. (Grade HP.28 - $68,759.71 - $126,486.72) GIS Analyst III: Four (4) year degree in GIS, computer science, geography, or other relevant IT field of study and four (4) years of relevant work experience with geospatial enterprise technologies including handling more complex work and smaller projects independently; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. (Grade HP.30 - $75,519.45- $138,921.57) GIS Analyst Senior: Four (4) year degree in GIS, computer science, geography, or other relevant IT field of study and six (6) years of relevant work experience with geospatial enterprise technologies including handling more complex work and smaller projects independently; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
