Under the direct supervision of the Accounting Administrator I Supervisor, the incumbent is expected to understand and utilize the laws of the State of California, governmental accounting principles, and procedures prescribed by the State Controller's Office and/or the federal Office of Management and Budget. The incumbent is responsible for reviewing and approving county cost plans for counties that operate a minimal number of central support departments. This position may involve travel up to 30 percent. The position requires the incumbent to operate at the first journey level of this class, learn and perform the full range of duties including, but not limited to, the following: Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.) Perform desk reviews of cost allocation plans submitted by counties. Perform field reviews as deemed necessary, which may consist of 30% of tasks performed or up to thirteen weeks of field review travel. Communicate effectively with state and local governmental entities regarding federal guidelines and rules to resolve cost allocation plan reporting problems. Provide guidance and respond to specific inquiries from county representatives. Research accounting and audit policies and procedures to apply generally accepted accounting principles, state and federal laws and regulations as they pertain to cost allocation plans. Consult and meet with federal, state, and local government officials, as needed. Make presentations at conferences and provide training to local governments, as needed.
