The core responsibility of this position is to provide supervision of Operations & Maintenance employees, and act as the Operations & Maintenance Supervisor in his/her absence as assigned, doing related work as required.SUPERVISION RECEIVEDThis position reports directly to the Operations & Maintenance Supervisor, Deputy Director of Public Works, and the Director of Public Works.SUPERVISION EXERCISEDThis position is responsible for supervision over the following classifications: Facility Manager, Maintenance Mechanic, HVAC/R Technician 1, HVAC/R Technician 2, Painter, Masonry Carpenter, and any other maintenance and clerical staff as assigned.ESSENTIAL DUTIES OF THE POSITIONDelegates work assignments to subordinates, providing instructions and oversight as needed to complete the work. Ensures that work order requests are assigned and completed in a timely manner.Identifies and troubleshoots problems with facilities and equipment.Assists the Operations & Maintenance Supervisor with budgetary tasks including purchasing materials and equipment, reviewing and approving invoices, soliciting quotes for contracted work, and assisting with capital planning.Schedules and coordinates contracted work with vendors, including the shutoff of utilities, with other building personnel and those in affected areas. Follows standard safety practices, including safeguarding building personnel, visitors, and/or residents.Uses software to generate and track the status of preventative maintenance work orders. Uploads documentation on capital equipment such as manuals, service reports, and invoices.May service, remove, repair, replace, test, and operate specialized equipment such as industrial laundry and kitchen equipment, voting machines, chair lifts, boilers and heading system parts, and general equipment such as door closers, locks, mowers, lights, blowers, and mechanical tools.Makes repairs to structural components of various facilities. Services, removes, repairs, and replaces doors, windows, walls, partitions, and related elements. May tour assigned area to identify needed repairs, read gauges, and/or check general status of facilities.Ensures that appropriate County policies, departmental procedures, and safety procedures are followed.Assists in conducting interviews and training new employees in the operation and maintenance of related facilities and equipment.Maintains records and prepares reports of actions taken, incidents, breakdowns, or other events.Keeps personnel and equipment records including hours worked, mileage reports, and materials used. Documents and reports job completion.Operates trucks of various sizes in the supervision of hauling equipment or materials and must possess the ability to operate drill presses, lathes, spray rigs, air compressors, and other hand and power tools. Provides preventative maintenance for repairs of such equipment and vehicles, and maintains logs are required.Attends meetings as assigned and may participate in providing analysis or presentations.An employee assigned to this title shall perform a majority, but may not perform all, of the duties listed in this job description. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.REQUIRED MINIMUM QUALIFICATIONSEDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; ANDAt least two (2) years of satisfactory full-time experience in equipment and facility maintenance or repair work, at least one (1) year of must be supervisory experience. Completion of a post high school training program or apprenticeship in one of the affected trades may be substituted, on a year for year basis, for up to two (2) years of the experience requirement; ANDMust maintain, as required, any necessary certifications to operate, test, and repair equipment; ANDEmployees assigned to this title will be required to possess and maintain a valid and current motor vehicle operator’s license.KNOWLEDGE, SKILLS, AND ABILITIESThorough knowledge of principles, practices, methods, and techniques commonly employed in mechanical, electrical, plumbing, and structural maintenance and repair work.Thorough knowledge of the tools, materials, and safety precautions of mechanical, electrical, plumbing, and structural maintenance and repair work.Ability to quickly read and comprehend construction drawings and schematics.Ability to operate motor vehicles of various sizes.Ability to safely operate hand and power tools.Ability to lift, carry, and maneuver into position a variety of heavy and/or unwieldy tools and materials.Ability to work in close proximity to nursing facility patients, families, and visitors, if required by work assignment.Ability to prioritize, delegate, and manage assignments given to employees.Ability to effectively communicate and prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.Ability to establish and maintain effective working relationships with officials and representatives of other agencies, associates, and the public.Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.TOOLS AND EQUIPMENTMotorized vehicles, power and hand tools, and equipment for vehicle and mechanical system work, personal computer, calculator, phone, and mobile or portable radio.PHYSICAL DEMANDSWhile performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.The employee must occasionally lift and/or move up to one hundred (100) pounds.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Medical InsuranceCoverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.II. Vision and PrescriptionCoverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.III. Dental CoverageCoverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.IV. Life InsuranceA life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.V. RetirementAll full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings.
