Job Description This role emphasizes subcontractor engagement, internal and external relationship building, development of new subcontractors and advancement of commodity strategies, and subcontractor management through all phases of program execution ensuring compliance to high value/complex subcontracts. Respond to subcontractor inquires and participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution. Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors. Identify top subcontractors and suppliers and work to improve and develop existing business relationships across all three yards. Schedule and participate in ongoing status meetings with internal stakeholders and subcontractors. With Procurement Analyst Lead, identify opportunities for bundling, leveraging, multi-yard pricing and strategic sourcing efforts for services and materials. On subcontract administrative tools, work to define risks, loss, and reporting errors and develop efficiencies and implement with stakeholders. Identify top subcontractors and suppliers and work to improve and develop existing business relationships across all three yards. Work with Proposals and Execution Teams members to identify top suppliers and subcontractors for the company and each yard location, with intent to focus on relationship development and leveraging financial and performance opportunities. Schedule and participate in ongoing status meetings with internal stakeholders and subcontractors. Coordinate meetings, interviews, surveys, other, with internal customers and the suppliers and subcontractors for each yard location, with intent to understand current workloads, performance status, identify deficiencies in support of suppliers and subcontractors, as well as their deficiencies in serving internal customers. Track meetings, including planning, strategic scheduling and allocating interactions between internal leadership and supplier and subcontractor leadership. With Procurement Analyst Lead, identify opportunities for bundling, leveraging, multi-yard pricing and strategic sourcing efforts for services and materials. Working with the Procurement Analyst and Strategic Sourcing Lead, creating and reading reports to find opportunities for cost savings, bundling, leveraging volumes at and across the three yards from similar suppliers and subcontractors in service and material purchases. Aligning with the Proposal and Execution Team members at all three locations to attain reporting on current work and compiling summary reporting, planning of opportunities, and leadership on performance strengths and weaknesses. On subcontract administrative tools, work to define risks, loss, and reporting errors and develop efficiencies and implement with stakeholders. On existing subcontract administrator tools, find current deficiencies and areas for improvement towards meeting the goals of SCA performance, mitigating risks and losses due to oversight or lack of knowledge from stakeholders. Must be inclusive of FAR/DFARS/CPSR, sector, and SCM policies and procedures. Establish metrics and supplier scorecards to collect end-user feedback and identify areas requiring improvements or corrective action. Provide subcontract advice and counsel to program managers, engineering personnel and other related functions such as finance, quality and contract administration. Required Education, Experience, & Skills Minimum of 6 years of relevant work experience Communicate effectively both orally and in writing. Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers Utilize computer skills to prepare appropriate reports and documents- Microsoft Office Facilitate and coordinate meetings with our suppliers Ability to read and interpret ship specifications and work items Familiar with NAVSEA standard items Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations Develop/demonstrate research and presentation skills Ability to prioritize and multitask Excellent organizational and follow through skills Detail oriented Ability to perform price analyses. Solid knowledge of DoW contracting. Solid knowledge of FAR/DFAR Preferred Education, Experience, & Skills Bachelors Degree in related field Experience with OCONUS proposals Extensive knowledge of Microsoft Excel and Powerpoint Pay Information Full-Time Salary Range: $75254 - $127930 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
