Minimum QualificationsOne year of the required experience for the following minimum qualifications must have been at the supervisory level or above:Eight years of experience in information technology; ORSix years of full-time work experience in any field plus six years of experience in information technology; ORAn associate's degree in information technology plus six years of experience in information technology; ORA bachelor’s degree plus six years of experience in information; ORA bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology; ORA master’s degree plus five years of experience in information technology.EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.NOTE:A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.Job SpecificationThe official job specifications for this role, as defined by the State Civil Service, can be foundhere (.Job Duties and Other InformationJob Duties:T his position serves as the director of the Information Technology Division within the Louisiana Department of Agriculture and Forestry, Office of Management and Finance. Incumbent reports directly to the Deputy Undersecretary of Management and Finance. Incumbent is responsible for all senior level and management functions of the Division. These duties include, but are not limited to planning, administering and forecasting budgets for all information systems including software, hardware, telecommunications, consults for software, hardware and enterprise-wide network administration in terms of time, feasibility and statewide departmental impact. Independently responsible for the administration of the Information Technology Division (division). Oversees the areas of applications, programming, technical, network, operations, database support. Determine and plan the technology and imaging direction for the department, securing necessary hardware, software and staff education when required and manage the implementation of that technology. Ensure that the technology of the department is proven, leading edge, and kept current and updated as needed to provide the department the ability to efficiently serve its employees and clients. Approves and administers the implementation of work procedures, policies, standards, goals and objectives, and priorities of the division. Independently administers the preparation of the division budget and of requisite budget documents regarding IT solutions, equipment, materials, services, and supplies necessary to accomplish the division and department mission. Provides proper administration of the IT Division to ensure optimum efficiency, client satisfaction, and conformance to policy, directives, rules and law. Supervises the Deputy IT Director and is second line supervisor for IT managers. Approve leave of subordinates, prepares work schedules, and requisite paperwork concerning civil service and performance planning and evaluation. Researches and approves the selection, purchase, and installation of all agency data processing equipment and software. Negotiates contracts and agreements with IT consultants and vendors; prepares specifications, invitation-to-bid and requests proposals to secure hardware, software and/or services for all IT related matters. Monitors performance of IT contractors to assure compliance with performance standards in the contract. Formulates and implements standards for the department regarding IT operations, IT security, and IT processes. Prepares and presents, as needed or requested, written or oral reports to the Assistant Commissioner of Management and Finance to keep him/her abreast of plans, progress or direction. Confers with department management, personnel, users, vendors, legislators and other persons when necessary to resolve problems or provide information. Recommends resolution to operational problems, plans and other administrative issues. Directs and oversees the disaster recovery plan for the department. Identifies areas to be covered by the plan and ensures proper solutions are maintained. Reviews changes in environment, technology, and procedures for inclusion in the plan. Coordinates and develops recovery test plans and recovery objectives with staff.
