Job Title: Expeditionary Medical Equipment Program Analyst II (Key Personnel) Position Number: EMEPA II 001 Location: Washington D.C. Worksite: Washington Naval Yard Status: Full-Time Contingent Upon Award Clearance: Secret Date Added: December 1, 2025 Job Summary: Serves as the dedicated Expeditionary Medical (ExMed) subject-matter expert within Naval Expeditionary Program Office (PMS 408-EXM) under Program Executive Office Unmanned and Small Combatants (PEO USC). Provides total lifecycle management support for Expeditionary Medical systems and supplies - including biomedical equipment sets, Authorized Medical Allowance Lists/Authorized Dental Allowance Lists (AMALs/ADALs), and medical modernization efforts - ensuring Navy, Marine Corps, Special Operations, and Joint forces receive mission-ready, resilient medical capabilities in contested and austere environments. Duties and ResponsibilitiesDevelop and execute phased logistics support strategies for ExMed systems, evolving from broad concepts in early acquisition to detailed sustainment and disposal plans Generate, revise, and maintain logistics plans and documentation supporting Independent Logistics Assessments (ILAs), core logistics determinations, milestone decisions, and life-cycle sustainment Advise leadership on Department of Defense (DoD) and Navy logistics initiatives (distance support, obsolescence management, sponsor/government-owned material) Analyze operational requirements and fleet/user input across all twelve (12) Integrated Product Support (IPS) Elements and Human Systems Integration (HSI) domains (Human Factors Engineering, Manpower, Personnel, Training, Survivability, Environment, Safety, and Occupational Health) Integrate ExMed logistics milestones and decisions into program master schedules Provide technical and logistics support for rapid prototyping, urgent fielding, and Commercial-Off-The-Shelf (COTS) medical equipment integration Coordinate with In-Service Engineering Agents (ISEAs) and Original Equipment Manufacturers (OEMs) to define supportability requirements and improve performance Review and update training curricula, maintenance plans, supply support plans, technical manuals, drawings, and reliability/maintainability analyses Participate as a non-voting member in ILAs, Configuration Control Boards (CCBs), Provisioning Conferences, Integrated Logistics Support Management Teams (ILSMT), and Navy Training System Plan (NTSP) reviews Manage parts support, allowance documents, and Program Support Data (PSD) for ExMed systems Develop and maintain the Logistics Funding Requirements Summary (LFRS) Perform Total Ownership Cost (TOC) reduction and Operations & Sustainment (O&S) optimization analyses Track Contractor-Acquired Property (CAP) and Government-Furnished Equipment (GFE) inventories for ExMed Provide direct coordination with fleet and in-service activities to resolve deployed-system issues Organize and facilitate ExMed logistics meetings, reviews, and conferences; develop agendas, capture actions, and distribute minutes Support quarterly Operations, Maintenance & Supply (OM&S) and Reliability, Availability, Maintainability & Cost (RAM-C) reporting and meetings Required Qualifications Education: Associate's Degree (minimum). Experience: Bachelor's Degree with 4 years of relevant experience in DoD/Navy Modernization Processes, Medical Logistics, and Risk Management processes; OR Associate's Degree with 6 years of relevant experience in the same areas. Specialized Experience: Experience with military medical supplies, equipment, and terminology relevant to expeditionary medicine, including optimizing the flow of essential medical equipment and supplies during combat operations or humanitarian missions.
