A list of eligible candidates will be established to fill current and future vacancies. The County of Riverside's Building and Safety Department is seeking qualified applicants for a Senior Plan Check Engineer to support the Plan Check Division location in Downtown Riverside, CA. The incumbent will perform a full range of plan review related duties; review engineering reports, drawings, specifications, and calculations for buildings to ensure compliance with codes, regulations, and ordinances; interpret codes and regulations in the performance of plan check activities; check plans for accuracy of design and completeness; check complex plans and calculations to determine loading on roofs, walls, and floors, size and spacing of beams, rafters, and joists, amount, and size of reinforcing in concrete members, type of structural connections, and adequacy of design to meet earthquake, wind load, and material stress requirements. The department seeks seasoned engineers with broad structural engineering experience providing corrections and recommendations to the public, developers, and contractors. Competitive candidates will possess a bachelor's degree in architecture or civil engineering, and experience as a lead or senior in the engineering field. The Senior Plan Check Engineer is the advanced working and lead level classification in the Plans Examiner/Engineer series and reports to an appropriate supervisory or manager level position. Incumbents assist in the development of departmental policies and procedures, provide leadership in code interpretation and serve as a mentor and technical resource to other Plans Examiners/Engineers. Incumbents are assigned the most complex projects and play a key role in ensuring compliance with the California Building Standards Code (Title 24), County ordinances and other related regulations. The Senior Plan Check Engineer may act as a lead on assigned projects, overseeing the work of less experienced engineers or technical staff. This class differs from the Associate Plans Examiner in that the former requires professional licensure as a Structural or Civil Engineer. Meet the Team! The Riverside County Department of Building and Safety is dedicated to providing the citizens of Riverside County with courteous, efficient and cost-effective services with the goal of improving the quality of life and orderly economic development by the provision and management of grading, building inspection and code enforcement within the integrated Transportation and Land Management Agency activities. EXAMPLES OF ESSENTIAL DUTIES • Perform the review of proposed buildings and structures to be built, altered, moved, rehabilitated, or abated for compliance with building, plumbing, mechanical, electrical, accessibility, mobile home, regulations, and ordinances. • Provide technical assistance to and review of field situations with building inspectors. • Examine plans and specifications of residential commercial and industrial structures to ensure compliance with codes, regulations and ordinances. • Determine the classification and occupancy groups of structures; determine the type of construction allowable for floor, area and height. • Clarify and interpret codes and regulations to developers, contractors, the general public, and to building department staff. • Prepare reports and correspondences; assist in training new employees; attend continuing education classes as required. • Assist at the public counter; accept building plan applications for review; issue building permits; input and retrieve data from the permit tracking software program. • Assist and advise permit applicants with engineering and related problem. MINIMUM QUALIFICATIONSEducation: Graduation from an accredited college or university with a bachelor's degree in an engineering field. Experience: Two years of building plan check, civil engineering, architecture, or environmental enforcement experience equivalent to Associate Plans Examiner with the County of Riverside. Knowledge of: Plan check procedures and methods; principles and techniques of building construction and maintenance; state and local codes, regulations and ordinances applicable to building and construction trades; permit tracking, spreadsheet and word processing software programs; fundamentals of building, plumbing, mechanical, electrical, structural, or civil engineering; mathematics and physics as applied to engineering; construction survey, stress analysis, hydraulic design, topographic mapping, analytical mechanics, and strength, properties and uses of construction materials; accepted practices of building codes, grading and structural plan review and approval; general methods and procedures of describing real property. Ability to: Perform complex, difficult and specialized building reviews; accurately check building plans and specifications; maintain cooperative working relations with others; prepare clear, concise and complete reports, written correspondence and documentation; deal tactfully and effectively with developers, contractors and the general public; make accurate data entries and use automated plan checks and time labor information using a personal computer; directly work with subordinate engineering personnel; make difficult mathematical computations and keep neat and accurate office notes; review and approve grading and structural plans; prepare technical reports; maintain cooperative working relationships with others. Other Requirements License: Possession of a valid California Driver's License may be required. Possession of a valid certificate of registration as a Structural or Civil Engineer issued by the California State Board of Registration for Professional Engineers. Possession of current certification as a Plans Examiner from the International Code Council (ICC). Certification through the Division of the State Architect (DSA) as a Certified Access Specialist (CASp) is desired. The employee contribution is eight (8%) percent. Additional Supplemental Life plan is available for employee purchase. DISABILITY: Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period. Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay. POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
