Program Manager - Compliance Platform

Job Summary The Program Manager - Compliance Platform leads large, multi-track compliance and regulatory programs within the healthcare domain, leveraging platforms such as Inovaare. This role supports payer and provider organizations by driving enterprise compliance initiatives that ensure regulatory adherence, improve operational efficiency, and maintain audit readiness. The position requires experience managing compliance platforms, overseeing transformation efforts, and collaborating with cross-functional teams across compliance, business, technology, and vendor environments. Key Responsibilities Manage end-to-end compliance platform programs using Inovaare, spanning multiple workstreams, releases, and regulatory cycles. Define program scope, objectives, success metrics, and delivery roadmaps aligned with regulatory and business goals. Lead integrated planning across compliance configuration, rule updates, workflow automation, integrations, data ingestion, reporting, and user adoption. Ensure delivery commitments related to schedule, budget, scope, and quality. Serve as the primary point of contact for compliance leadership, regulatory teams, IT, security, legal, and vendor partners. Establish and oversee program governance, including steering committees, executive reviews, RAID management, and compliance status reporting. Translate regulatory and business requirements into actionable deliverables across operations and technology teams. Proactively manage risks, dependencies, regulatory changes, and escalations with mitigation strategies. Ensure solutions meet healthcare regulatory requirements, including CMS mandates, HIPAA, PHI handling, data privacy, and audit controls. Collaborate with compliance, security, privacy, and legal teams to embed controls within workflows, rules engines, and reporting processes. Support audit readiness, regulatory submissions, and documentation for internal and external audits. Oversee integrations between Inovaare and related systems such as claims, enrollment, provider data, member platforms, analytics, and reporting systems. Guide best practices for compliance platform architecture, release management, and regulatory update cycles. Partner with architects, product owners, and compliance SMEs to ensure scalable and secure compliance solutions. Manage program budgets, forecasts, and resource planning, including onshore and offshore teams. Track value realization, ROI, and improvements related to regulatory adherence, reduced audit findings, and operational efficiency. Support SOW execution, change requests, and commercial governance activities. Required Qualifications 8+ years of experience in Program Management or large-scale Project Management. 5+ years of hands-on experience managing compliance or regulatory platform programs (Inovaare preferred). Strong healthcare domain experience (payer, provider, or health services) with knowledge of healthcare regulations and compliance operations. Proven success managing cross-functional, multi-vendor compliance programs. Expertise in Agile, Hybrid, and Waterfall delivery methodologies. Experience managing programs involving CMS regulations, audits, and compliance reporting. Excellent communication, stakeholder engagement, and executive-level presentation skills.
