Job DescriptionJST is hiring for a Payroll Manager (6-month contract with possible extension) Location: 34238 - Sarasota, FL Onsite Position! PAY based on experience - Open to discuss! Duties: Oversee the selection, training, development, motivation, discipline, and evaluation of department employees for the purpose of maximizing effectiveness and efficiency. Ensures all personnel management practices are in compliance with Fair Labor Standard Act, Wage & Hour laws, Empath Health personnel policies and procedures, and other applicable state and federal laws, rules, and regulations as may be in effect from time to time. Directs the process of recording employee hours and disbursing costs to proper accounts. Directs the review and audit of Personnel Action Forms. Finalize the process for employee related garnishments, IRS levies, child support orders, and other court orders. Overseas direct deposit setup or change requests and confirm information with financial institution. Prepare and download weekly FTE reports. Oversees the bi-weekly accrual and balance of Paid Time Off after each pay period and generates reports to all departments/teams. Processes finalization and transmission of bi-weekly Payroll to financial institutions. Prepares and transmits or disburses bi-weekly federal and state payroll taxes and other deductions. Generate and distribution of requested payroll reports. Generates bi-weekly payroll and PTO journal entries and records to the general ledger. Reconciles payroll to general ledger. Prepares payroll related external audit and 990 schedules. Responsible for preparing quarterly payroll federal tax reports (941), SIT and SUI reports. Prepare year end federal (940) and state reports. Prepares, reconciles and transmits W2s. Prepares and prints all year end closing reports and spreadsheets. (125 Plan, Annuity Reports, W2 Report, Year to Date Tax Report) Must have a clear understanding of Section 125 of the Internal Revenue Code. Prepare reports and spreadsheets as requested by CFO and Controller. Oversee the internal control structure over cash and checks by insuring the presence of a second staff member when opening mail for Empath Health and affiliates. Oversees completion of all company bank deposits. Available to staff for consultation and problem resolution in areas relating to payroll, including accounts payable, accounts receivable, and journal issues as they arrive. Responsible for working with other departments to develop plans to implement all payroll computer software and for computer hardware conversions in an orderly and efficient manner. Prepares cash payment/transfer journal entries in the general ledger. Reconciles cash to the general ledger. Prepares payment templates in Wells Fargo banking portal. Other duties as assigned. Skills: The Payroll Manager is responsible for overseeing all Payroll functions, including reconciling and submitting payroll taxes, state unemployment and garnishments. Oversee Payroll Specialists. Ancillary responsibilities include specific knowledge of payroll balancing, FLSA and Wage & Hour Laws, depository procedures, proof of transit, positive pay, and general ledger accounting, to include various journal entries and management of Payroll Specialist staff. POSITION QUALIFICATIONS/REQUIREMENTS: Bachelor's degree (B.A.) from four-year College or university; or five (5) years related experience and/or training; or equivalent combination of education and experience. Payroll management experience preferred. Experience with payroll software applications. Familiarity and detailed knowledge of general accounting principles. CPP certification preferred.
