Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. Duties Help You will supervise professional staff members in the Defense & Mission Support Division. You will identify new Celestial Reference Frame (CRF) requirements. You will provide subject matter expertise to derive products, such as star catalogs, from CRF requirements. You will work with potential partners and develop program plans, including budgets and schedules. Requirements Help Conditions of employment Must be a US Citizen. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. MSP/PPP applicants must currently hold the required security clearance. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in Professional Knowledge: A deep understanding of advanced mathematics, statistics, and data processing techniques, particularly as they apply to the field of astrometry (e.g., performing plate reductions, forming stellar reference frames, and creating star catalogs). Experience in Astronomical Techniques: Professional knowledge of astrometric and astronomical techniques to utilize data from both traditional sources (like Earth-based astrographs) and non-traditional sources (like astrometric satellites and interferometers). Experience in Specialized Experience: Required specialized knowledge in catalog compilation and reference frames, which is noted to be obtainable only through experience. Experience in Software and Development: Advanced skills in software development and implementation are necessary for data analysis, reduction processes, and to form database systems. Experience in Authority and Communication: Must be a recognized authority in the field of astrometry and star catalog formation with widely cited research. Essential writing and communication skills are required to develop scientific publications and present findings at international meetings. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Basic Requirements: A. Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics. or B. Combination of education and experience at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.
