Walker Street, Burgaw Job Type: Full-Time Permanent Job Number: 2026--00130 Department: FINANCE Opening Date: 01/30/2026 General Definition of Work Performs professional work supervising, directing, and managing the activities and operations of the Finance Department including overseeing accounting functions, payroll processing and preparation of financial statements and reports; assigns, supervises and reviews the work of professional and office support staff; coordinates assigned activities with other divisions, departments, and outside agencies; serves as second in charge of the Finance Department and acts as the Finance Director in their absence.? Continuous supervision is exercised over all department personnel in the absence of the Finance Director. Essential FunctionsOversees daily operations of the Finance Department and serves in the full capacity of Finance Director in the absence of the Finance Director. Main point of contact for finance training and problem resolution for Finance Department as well as other departments. Establishes and maintains internal control procedures, supervises and directs work of internal audit function, implements process improvements identified by internal audit assessments. Reviews and approves all reconciliations of cash and revenues, and resolves discrepancies that arise. Establishes and maintains procedures for grant monitoring and reporting/reimbursements. Maintains official records of capital assets, establishes and maintains procedures for acquisition and disposal of capital assets, supervises and directs work of asset management. Liaison with HR collaborating to establish and update payroll policies and procedures. Establishes payroll processes and manages payroll personnel, reviews and approves payroll bi-weekly, approves payroll change notices on behalf of Finance, and implements required changes. Compiles and submits all information in accordance with monthly, quarterly, and annual reporting requirements. Performs other needed finance functions as they arise and establishes related procedures. Assist with other duties as needed or assigned. Knowledge, Skills, Abilities, Education & Experience Thorough knowledge of the principles and practices of accounting and budgeting as applied to municipal government; thorough knowledge of the principles underlying general laws and administrative policies governing municipal financial practices and procedures; thorough knowledge of modern office practices and of standard office and accounting equipment; general knowledge of audit practices; ability to plan, organize and direct the work of reporting employees; ability to prepare complex financial reports; ability to communicate ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with associates. Bachelor's degree with coursework in accounting, or related field and moderate experience in public finance administration, or equivalent combination of education and experience. Valid driver's license in the State of North Carolina. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and the use of hands and finger, handle or feel, frequently requires sitting and reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
