Summary This position is located at Departmental Offices,Terrorism and Financial Intelligence - Office of Foreign Assets Control. As a Government Information Specialist, you will serves as a key person for the processing of, and responding to, Freedom of Information Act (FOIA) requests for the Office of Foreign Assets Control. Duties Help The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - accurately and timely redact and annotate records maintained and controlled by OFAC and other federal agencies that contain OFAC equities - routinely communicate with the public (individuals, attorney representatives and business leaders) to narrow the scope of overly broad and overly burdensome requests to one more focused and workable - prepare all outgoing correspondence concerning subjects such as continued interest, administrative closure of cases, submitter notices, requests to narrow the scope of requests, and interim and final responses - advise the divisions in processing of the cases including determining applicable records located in other divisions Requirements Help Conditions of employment Key Requirements:Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. Specialized experience for the GS-13: You must have one year of specialized experience at the GS-12 grade level or equivalent in other public or private sectors, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as ALL of the following: - Reviewing records pursuant to the Freedom of Information Act (FOIA)/Privacy Act (PA) or a private sector information disclosure program. Examples of this could include, but are not limited to interpreting and applying laws, regulations, legal decisions, policies, procedures and directives pertaining to the protection and release of information; AND - Coordinating and tracking information disclosure requests to ensure that the responses are accurate, legally sufficient and timely.; AND - Explaining the redaction of sensitive information. Examples of this could include, but is not limited to evaluating varied records to determine the release of information, communicating orally and in writing with employees, leadership, and/or other organizations regarding information disclosure; AND - Applying redactions to records. Examples of this would include using Adobe or a similar redaction tool to excise information from records, and possible annotation the appropriate exemptions code near the redacted material. Specialized experience for the GS-12: You must have one year of specialized experience at the GS-11 grade level or equivalent in other public or private sectors, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as ALL of the following: - Reviewing records pursuant to FOIA/PA laws or private sector information disclosure program. Examples of this could include, but is not limited to timely redacting and annotating records, preparing timely responses, and ensuring confidentiality; AND - Supporting general office operations. Examples of this could include, but is not limited to managing a database, compiling reports, drafting correspondence, directing communications, and serving as a public liaison; AND - Applying redactions to records. Examples of this would include using Adobe or similar redaction tool to exercise information from records and annotate the appropriate exemptions code near the redacted material. Specialized experience for the GS-11: You must have one year of specialized experience at the GS-09 grade level or equivalent in other public or private sectors, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: - Redacting agency or company records; AND - Communicating with the public and using time management to process responses to information disclosure requests. OR Ph.D. or equivalent doctoral degree in a field related to the position; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related to the position OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level equivalent compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized experience for the GS-09: You must have one year of specialized experience at the GS-07 grade level or equivalent in other public or private sectors, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: - Reviewing agency or company records and updating databases; AND - Using time management to process responses to information disclosure requests. OR Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level equivalent compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.
