Professionalism: Demonstrate integrity, competence, and respect in all internal and external interactions Position Summary The purpose of this position is to oversee the Department of Economic and Community and Development (including Housing, Economic Development, Permits, Planning and Zoning, and the Bureau of Health) and serve as (or designate) secretary to the York City Redevelopment Authority. This is accomplished by advising the mayor on policy, programs and projects as well as any issues; serving as liaison to the community and to the city council; forging public/private partnerships; overseeing and creating real estate development opportunities; developing and administering the department and RDA budget. Other duties include supervising the department and various bureaus; ensuring the daily and efficient delivery and provision of governmental services; managing department staff; understanding financial mechanisms for development; establishing best practices in the city; conducting tours and presentations. Essential Functions Oversees department by ensuring effective government service, managing budgets and personnel Serves at the behest of the mayor by reporting to City Council, the RDA board, other stakeholders and at the request of the constituents; providing information; making presentations Oversees progress by managing real estate development; setting forward thinking policy for city administration; developing public/private partnerships to achieve development; communicating goals/objectives of administration; developing marketing policy; implementing new/best practices; serving as liaison to other elected officials and the state/federal government Required Knowledge, Skills and Abilities Ability to manage and monitor work performance by directing a department including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. Ability to interact with executive level management, which involve support of controversial positions or the negotiation of sensitive issues or the preparation of important presentations given as written documentation and/or as speeches to groups of managers and coworkers. Ability to perform the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance. Requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. This job title oversees budget preparation of a division or department budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for organization-wide budget expenditures. Minimum Acceptable Training and Experience Bachelor's degree in public administration, Regional City and Urban Planning, Business Administration, Finance or related field is required. Master's degree in Public Administration, Regional City and Urban Planning, Business Administration, Finance or related field is preferred. Over five years up to and including seven years as a Director of Economic and Community Development or as an Assistant Director. Various Financial and Economic Certifications Valid Class C driver's license issued by the Commonwealth of Pennsylvania Hiring Prerequisites: Drug screening testing with negative results Background Report PA Child Abuse History Clearance Certificate. Note: Child Abuse History Clearance must be dated within one year from the date of application and must show that "no record exists." Employee in this position must comply with Article 121 "Administration Generally", of the Codified Ordinances of The City of York, Pennsylvania, Section 121.3 (b) "Department Heads" A department head need not reside within the City at the time of an appointment by the Mayor, but shall within 120 days following his appointment, become a resident of the City and during the tenure of office shall reside within the City unless Council, by resolution, states otherwise.
