What You'll Do: The Director of Compliance provides strategic leadership and operational oversight of the organization's comprehensive compliance program for a Blue Ridge Health (BRH) and its HRSA-funded subrecipient(s). This role ensures adherence to all applicable federal, state, and local regulations, including HRSA Health Center Program Requirements, Uniform Guidance (2 CFR 200), FTCA, HIPAA, Medicare/Medicaid, and the 340B Drug Pricing Program. The Director serves as the organization's principal compliance authority and advisor to executive leadership and the Board of Directors, with responsibility for organization-wide compliance infrastructure and subrecipient monitoring. The position promotes a culture of accountability, transparency, and continuous improvement while advancing the organization's mission to provide accessible, high-quality care to underserved communities. Responsibilities include: Organization-wide Compliance Program - Leads the development, implementation, and continuous improvement of a comprehensive, organization-wide compliance program. Serves as the primary compliance advisor to executive leadership and the Board of Directors, including regular reporting to the Board Quality Assurance Committee. Establishes compliance governance structures, policies, procedures, and internal controls across all operational areas. Develops and manages the BRH Staff Corporate Compliance Committee, the annual compliance work plan, and organizational compliance risk assessment process. Ensures ongoing compliance with HRSA Section 330 Health Center Program Requirements, including scope of project, governance, clinical services, access standards, sliding fee discount program, and quality improvement. Develops and delivers compliance training for staff, providers, leadership, board members, and subrecipient partners. Promotes organizational awareness of compliance responsibilities and ethical standards. Serves as a trusted resource for compliance guidance across the organization. Subrecipient Oversight & Uniform Guidance Compliance - Provides direct oversight of HRSA-funded subrecipient(s) in accordance with Uniform Guidance (2 CFR 200) and HRSA expectations. Designs and implements a formal subrecipient monitoring program, including risk assessments, desk reviews, site visits, financial and programmatic monitoring, and performance evaluations. Ensures subrecipient agreements include required compliance provisions and performance measures. Tracks subrecipient compliance with Health Center Program Requirements, reporting obligations, and grant deliverables. Coordinates corrective action plans and provides technical assistance for subrecipients as needed. Risk Management, Auditing & Investigations - Leads internal audits and monitoring activities related to clinical operations, billing, documentation, governance, and regulatory compliance. Investigates compliance concerns, complaints, and potential violations; oversee corrective actions and mitigation strategies. Maintains a compliance hotline or reporting mechanism and ensure appropriate follow-up. Maintains compliance dashboards and key performance indicators for BRH leadership and Board of Directors review. Ensures accurate documentation of audits, monitoring activities, training, investigations, and corrective actions. What We're Looking For:Bachelor's degree in healthcare administration, public health, business, or related field, required. Master's degree in healthcare administration, public health, or related field, preferred. Minimum of 7-10 years of healthcare compliance or regulatory experience, including leadership responsibility; FQHC experience strongly preferred. Demonstrated expertise in HRSA Health Center Program Requirements and Uniform Guidance (2 CFR 200). Experience overseeing or monitoring federal subrecipient relationships or grant-funded partners. Certification in Healthcare Compliance (CHC) or similar professional credential, preferred. Knowledge of Medicaid/Medicare billing compliance. Demonstrated ability to work collaboratively as a member of a professional leadership team, fostering alignment and shared accountability. Strong interpersonal skills, enthusiasm, and commitment to Blue Ridge Health's mission and culture, enabling positive and productive relationships with staff, partners, and community stakeholders. Commitment to continuous professional development through ongoing education and engagement with emerging best practices in communications, development, and healthcare leadership. Experience leading and managing staff, consultants, and external vendors to achieve strategic objectives. Exceptional attention to detail through executive-level communication, analytical, and organizational skills. Excellent communication and presentation skills across verbal, written, and digital platforms, including public speaking and executive-level messaging. Strong conflict resolution and problem-solving skills, with the ability to anticipate challenges, manage sensitive issues, and identify practical, mission-aligned solutions. Ability to manage competing priorities and perform effectively under deadline pressure in a fast-paced environment. Ability to serve as a visible and trusted representative of Blue Ridge Health when communicating the organization's compliance program and activities.
