Job Responsibilities Works with agency business units to analyze requirements, propose alternative solutions, and then performs high-level design and documentation of the selected solutions. These includes new solutions, enhancements to existing solutions, and fixes to existing solutions. The web-based solutions use Microsoft technologies and are deployed on premise at SCDOT. Performs detailed design and documentation of proposed solutions' structure, database, use of services, and security architecture. Presents the proposed solution to an internal review team and provides an estimate of development timeframe and resource requirements. Works with agency business units to present the proposed solution and its approval process. Coordinates with the agency's IT Project Management Office (PMO) on approved solutions to prioritize implementation of the solution and IT Governance on data classification and security considerations. Working within a scrum-based team, implements new web-based solutions, performs cross-functional testing, and documents progress. Validates the database design, any data conversion requirements, and application vulnerability testing. Provides documentation on application configuration and administrative functions, as well as end user functionality. Supports existing production solutions with issues and enhancement requests. Analyzes business requirements, revises existing system logic difficulties, and updates documentation. Recommends development of new code or reuse/enhancement of existing code. May participate in architecture design, performance monitoring, and product evaluation. Performs other related duties as assigned. Minimum and Additional Requirements A bachelor's degree in computer science or a related area and three (3) years of experience in computer system development and modification; or an approved acceptable equivalence. A valid motor vehicle operator's license is required. The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Occasional participation in IT maintenance and training activities outside of normal business hours and/or location may require day travel.
