Responsibilities We are looking for a dynamic Deputy Program Manager to support the Program Manager in leading a diverse professional services team for the Surface Ship Maintenance, Modernization, and Sustainment Directorate within the Naval Sea Systems Command (NAVSEA) headquartered at the Washington Navy Yard. This pivotal role focuses on enhancing operational support for the Navy's surface fleet maintenance and modernization initiatives. You will work on a five-year task order, ensuring our team delivers outstanding, compliant support to essential naval operations. As the Deputy Program Manager, your responsibilities will include: Assisting the Program Manager in providing comprehensive oversight of SEA 21 support services, ensuring quality and timely service delivery that meets contract requirements. Leading, mentoring, and managing a large, geographically diverse professional services team across various locations including Washington DC, San Diego, Norfolk, Mayport, and international sites. Developing and implementing effective program management processes to monitor performance, identify risks, and devise mitigation strategies. Ensuring compliance with contractual obligations, program deliverables, security protocols, and quality standards. Monitoring financial performance, including cost controls, resource allocation, and budget execution. Providing regular status updates to government stakeholders and internal management. Coordinating with subcontractors to ensure seamless service delivery. Supporting the transition of personnel and knowledge from the incumbent contractor. Implementing continuous process improvements for enhanced program efficiency and customer satisfaction. Required Qualifications Bachelor's degree in business administration, engineering, or a related field. A minimum of 12 years of professional experience supporting U.S. Navy programs. Demonstrated expertise in Navy Project Management. Proven supervisory experience and the ability to oversee contractor performance and manage professional staff. Strong familiarity with the Navy's surface fleet and maintenance/modernization policies. Exceptional leadership, communication, and customer relationship management skills. Excellent problem-solving abilities in managing complex technical challenges. Proven capability to build and sustain relationships with senior military and civil service personnel. Strong financial management skills, especially in budget planning and execution. Active Secret security clearance and U.S. citizenship are required. Desired Qualifications Master's degree in business, engineering, or a related field. Project Management Professional (PMP) Certification or DAU PM Level III Certification. 15+ years of professional experience including support for DoD/DoW components. Knowledge of the Sustainment Campaign Plan and Surface Warfare Enterprise issues. Experience with classified networks and managing sensitive information. Experience interacting with Navy Surface Force Type Commanders. Background in Navy ship maintenance availability planning and execution. Familiarity with the SEA 21 mission, programs, and directives. Experience with Navy maintenance and modernization systems and processes. Knowledge of Navy information systems such as SMDII, NDE, PBIS, and ERP. Experience leading large-scale professional services contracts in support of Navy operations. Previous success in leading contract transitions.
