Job Title: Billing TechnicianEmployment Status: Full-timeFLSA Status: Non-exemptClassification: Non-emergency Essential/AFSCME Union MemberDepartment: FinanceReports To: Customer Service and Billing Manager, or another designeeSupervisory Responsibility: NonePrimary Work Location: Town Hall and/or other Town locations as needed Position Summary:The primary purpose of this entry-level position is to assist with all Utility Billing and other Town billing needs by interfacing and supporting the Lead Billing Technician. The position will require learning about the utility and tax billing system as well as managing collection efforts. The Billing Tech will assist with the production of customer-billing statements and correspondence, business licenses, issuing customer refunds, compile reports, and research accounts. Other duties may include completing related tasks as assigned. Essential Job Functions:These functions are fundamental to this position and are not intended to be an exhaustive list of all job duties 1. Assist with or handle billing tasks like utility statements, tax statements, customer refunds, conduct account research, and correspond with customers2. Assist with or handle utility/tax billing duties which includeimporting/exporting meter reading from electronic files, validating readings, processing exception readings, and confirming accuracy3. generate report totals for generated bills, totals for delinquent accounts, number of service orders and miscellaneous invoicing to update performance measures4. coordinates utility billing functions by verifying and transmitting records for printing and mailing of customer billing statement within deadlines5. Assists with customer inquiries, resolving complaints, or resolving billing issues regarding accounts, which could include researching, calculating, and adjusting accounts based on city codes, ordinances, and polices6. Research and resolve problems that arise, such as missing or incorrect meter information, duplicate locations, customer data, and misapplied payments7. Assists with monitoring active delinquent processes, printing and mailing notices, and creates termination service orders within required deadlinesUploads delinquent accounts into the auto-dialer system as a last attempt to collect past due fees before account is disconnected for non-payment Experience Required: 1. Customer service/Client support 2. Familiar with billing/tax systems 3. Technical competency to use general software like Microsoft and quick to learn software used by the Town Minimum Education Requirements: 1. Two-year college program or equivalent combinations resulting in accumulation of similar knowledge or skills Knowledge, Skills, and Abilities: 1. Knowledge to apply common and uncommon techniques, concepts, methods, and practices to complete daily tasksunderstanding of billing processes, disconnections, taxesknowledge of computer hardware and software applications 2. Skillsin obtaining and analyzing facts with little direct supervisionproficient in Microsoft, or able to become proficient 3. Abilitiesto work with othersto independently collect, tabulate, and analyze statistical data and perform required functions with consistent accuracy and efficiencyto establish and maintain effective working relationships with Town employees, contractors, property owners, representatives from other agencies, and the publicto express oneself clearly and concisely, verbally and in writing ADA Requirements: 1. This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force to move objects 2. Work requires climbing, stooping, kneeling, crouching, reaching, walking, fingering, and grasping 3. Vocal communication is required for expressing or exchanging ideas by means of the spoken word 4. Hearing is required to perceive information at normal spoken word levels 5. Visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities 6. Mental acuity is required to make rational decisions through sound logic and deduction; the worker is not subject to adverse environmental conditions.
