THE SCHOOL BOARD OF MANATEECOUNTYLocal Title: DIRECTOR, PURCHASINGState Title: Director, PurchasingSENIOR MANAGEMENTJOB DESCRIPTION JOB GOAL: Supervise and direct the centralized procurement activities of the Purchasing Department in the acquisition of goods and services. Both direct sourcing/negotiation and request for proposal (RFP) assessment will be the focus of this role. QUALIFICATIONS: Bachelor's Degree from an accredited educational institution in Business Administration or related area . Extensive purchasing experience of a progressively responsible nature. Extensive administrative and supervisor experience. Qualification as a certified purchasing agent is preferred. Alternative or additional qualifications to the above deemed necessary by the Superintendent. KNOWLEDGE, SKILLS AND ABILITIES: Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups, employees, and the general public. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Knowledge of purchasing principles, practices and procedures. Knowledge of procurement laws. Knowledge of modern office practices and procedures. Knowledge of general market conditions with particular reference to principal products used. Knowledge of data processing as it relates to purchasing. Knowledge of management principles and techniques. Ability to plan, coordinate and direct the activities of the department. Ability to communicate effectively orally and in writing. Ability to establish and maintain effective relationships with employees, departments and vendors. Ability to negotiate effectively with vendors. Skilled in counseling and effectively dealing with employees. Skilled in the proper handling of vendors' problems and complaints. REPORTS TO: Deputy Superintendent of Business Services SUPERVISES: Buyers Buyer Associates Procurement Specialists PERFORMANCE RESPONSIBILITIES: Train and evaluate assigned personnel. Plan productive and economical use of personnel and equipment. Direct coordination of personnel and materials to provide direct support for special events/programs for the District. Supervise assigned personnel, conduct annual performance appraisals and make recommendations for appropriate employment actions. Direct purchasing activities in accordance with the Rules of the School Board of Manatee County and Florida statutes. Establish cooperative purchasing arrangements with other units of local government when it is feasible and in the best interest of the School district. Establish and implement an automated procurement system to meet the requirements of the School district. Remain informed as to conditions and trends in the various markets from which the School Board obtains its products. Review and analyze the School District's requirements for the purpose of developing classifications of products and purchases. Develop and write procedural manuals and handbooks. Provide technical assistance to the School Board's Auditor Selection Committee, Audit Committee, and Citizens' Financial Oversight Committee as procurement needs arise. Oversee the preparation of all required reports and maintain all appropriate records. Develop and prepare annual departmental budget and monitor performance against budgetary estimates and initiate budget amendments accordingly. Maintain expertise in assigned areas. Demonstrate initiative in identifying potential problems or opportunities for improvement and take appropriate action. Review recommendation of award for bids and proposals for presentation to School Board. Respond to inquiries and concerns in a timely manner. Keep supervisor informed of potential problems or unusual events. Maintain a network of peer contacts through professional organizations. Represent the District in a positive and professional manner. Provide oversight and direction for cooperative planning with other agencies. Keep informed and disseminate information about current research, trends and best practices in areas of responsibility. Provide leadership and guidance in the development of annual goals and objectives for assigned department or program. Attend School Board meetings as necessary. Perform other duties consistent with the goals and objectives of this position. PHYSICAL REQUIREMENTS: Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects. TERMS OF EMPLOYMENT: Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the District. EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
