Come join our team!Zantech is looking for a talented Technical Governance Lead to contribute to the success of our upcoming Applied and Emerging Technology Support project for a Hybrid role based out of Camp Springs, MD.The Technical Governance Lead establishes and maintains enterprise-wide standards, best practices, and governance frameworks that ensure secure, efficient, and scalable software delivery across USCIS OIT. This role leads Team Managed Deployment (TMD) initiatives, enabling delivery teams to achieve self-service deployment approval through automated governance and standardization. The Technical Governance Lead implements lean, smart standardizations that simplify complexity and provide better information for data-driven decisions.Responsibilities include, but will not be limited to:Team Managed Deployment (TMD) Leadership Lead continued delivery and enhancement of Team Managed Deployment (TMD) program across USCIS enterprise Define and document TMD criteria, processes, and readiness assessments Enable faster, high-quality software deployments while reducing rollbacks through standardized practices Prepare teams for approval to deploy without multiple manual reviews Technical Governance Strategy & Standards Establish enterprise-wide DevSecOps best practices, principles, and guidelines Define technical standards for development, security, testing, and operations Ensure every system aligns with USCIS mission and modernization goals Policy-as-Code Implementation Implement policy-as-code using Open Policy Agent (OPA) or similar tools Automate enforcement of technical standards and governance controls Create automated compliance gates within CI/CD pipelines Performance Metrics & Reporting Provide automated performance metrics and reporting supporting data-driven decision making Implement DORA metrics (deployment frequency, lead time, MTTR, change failure rate) Create enterprise dashboards using Power BI providing real-time visibility into compliance, risk, and delivery performance Continuous Authorization (OA) Support Support automated evidence collection for Continuous Authorization (OA) processes Collaborate with ISSO teams to automate security control validation Reduce ATO/OA burden through automated governance and compliance evidence Required Experience or Knowledge of the following technologies/functions:Experience: 10+ years of IT experience with progressive technical leadership 5+ years of technical governance, enterprise architecture, or platform engineering leadership 3+ years of federal government environment experience Experience with Team Managed Deployment or similar DevOps maturity programs Technical Skills (Required): Expert: Enterprise architecture frameworks (TOGAF, Federal Enterprise Architecture) Expert: DORA metrics, Value Stream Mapping Proficient: Open Policy Agent (OPA), AWS Config Proficient: Power BI, data visualization Proficient: Jira, ServiceNow, Confluence Knowledge: SAFe, Agile Release Train (ART), SRE principles Preferred Experience or Knowledge of the following technologies/functions:USCIS-Specific Experience (Highly Desired): Experience with USCIS technology portfolio and modernization programs Familiarity with USCIS Backstage, CCD, ERDS, CMI platforms Experience with AWS GovCloud architecture and governance in DHS environment Required Education/Certifications: Bachelor's degree in Computer Science, Information Technology, Engineering, or related field Master's degree or MBA preferred Certifications (Recommended - Minimum 1) TOGAF 9 Certified (Foundation and Certified) AWS Certified Solutions Architect - Professional Certified Information Systems Security Professional (CISSP) SAFe Practice Consultant (SPC), ITIL 4, CISM (desired) Required Security Clearance: US Citizenship and the ability to obtain and maintain an active Public Trust or higher clearance, per contract requirements. “Outstanding Performance…Always!”Our corporate motto represents our commitment to build long-term relationships with both our clients and our employees by providing the highest quality service in everything we do.
