Position Type: Business Support Services/Purchasing Contract Specialist Date Posted: 2/17/2026 Location: Administration Building Job Title: Purchasing Contract Specialist Wage/Hour Exempt Reports to: Director - Purchasing Pay Grade: AP 1 - 226 Days Dept./School: Purchasing Date Revised: February 17, 2026 Primary Purpose: Oversee Bond Construction, Student Nutrition, and E-rate procurement. Oversee District procurement contracts and compliance. Follow established District criteria, Federal guidelines, and State purchasing rules for competitive procurement, informal quotations, and negotiations. Qualifications: Education/Certification: • Bachelor's Degree from an accredited university (U.S.A. equivalency) in a related field, or equivalent work experience; required • TASBO Certification or substantially similar certification with a concentration on procurement; preferred Special Knowledge/Skills: • Knowledge of procedures for purchasing supplies and equipment • Ability to work with numbers in an accurate and rapid manner • Knowledge of formal procurement procedures • Ability to write clear procurement specifications, test materials and evaluations, and analyze vendor bids • Ability to moderate evaluation process for all procurement and professional services solicitations relating to construction procurement • Proficient in keyboarding and file maintenance • Ability to effectively work with vendor representatives • Effective organizational, communication, and interpersonal skills • Knowledge of the principles, procedures and legal requirements of school district procurement, contract management and regulations of public purchasing for school districts (Texas school districts preferred), including federal, state, county and city laws as applicable • Ability to effectively communicate with other departments, schools, employees, and local businesses or members of the business community regarding District purchasing procedures and guidelines • Capacity to solve practical problems and handle a variety of concrete variables in situations where only limited standardization exists • Computer skills, specifically, Microsoft Windows, Microsoft Office, Adobe Acrobat, and Frontline Education Finance ERP systems (TEAMS) • Effective interpersonal skills to interact with all levels of employees, staff members and the public • A task-oriented self-starter with the ability to perform with a high degree of accuracy; • Organizational, planning, and problem solving/investigative skills, along with strategic planning skills • Ability to assist in strategic planning and situational analysis • Initiative to successfully manage multiple projects, prioritize projects, tasks and assignments simultaneously; high degree of flexibility required Preferred Experience: • Five (5) years of general office experience with public contact • Three (3) years of related experience in either an institutional/government or a school district purchasing environment • Knowledge of school district organizations, operations, procurement, legal requirements and administrative policies • Familiarity of the principles, procedures and requirements of financial accounting and AIA contracts Major Responsibilities and Duties: Purchasing 1. Responsible for the maintenance and process of District contracts 2. Responsible for purchase of all construction projects and related professional services 3. Responsible for furniture, fixtures and equipment procurement to support the bond program regarding purchase, delivery, coordination and oversight of installation, inventory and completion of each construction project 4. Work with vendor representatives to ensure full understanding of bid requirements and to maintain awareness of product changes, price changes or other information that could materially affect the purchasing of items 5. Work cooperatively with District personnel to determine specific requirements and assist in locating necessary goods and services 6. Work cooperatively with District personnel to evaluate procurement responses for the purchase of goods and services as required 7. Direct involvement with CFBISD Operations Department involving procurement services in support of the current bond program 8. Point of contact for procurement methods, purchasing processing, contracts administration and compliance monitoring for assigned proposals 9. Maintain awareness of contractual or legal changes related to procurement impacting Construction Services 10. Direct the organization and activities of construction procurement and procedures/processes in support of projects, processes and needs identification 11. Review and verify all payment and performance bonds received in conjunction with District construction projects 12. Serve as liaison and collaborator with departments/functions involved in the procurement process (Technology, Maintenance/Facility Services, Student Nutrition, Custodial Services, Fine Arts and Athletics) 13. Responsible for all contract renewals with vendors in a manner that keeps contracts current for the intended purposes of the CFBISD Bond Program and other assigned categories; 14. Accountable for the organization and management of all procurement related files for the Carrollton-Farmers Branch ISD as required by the Texas State Library and Archives Commission rules and Local Policy 15. Provide oversight management in qualifying and evaluating firms to provide goods and services to CFBISD 16. Assist in maintaining and updating procedures, processes, and procurement manuals; 17. Management of special projects, as assigned 18. Maintain and adhere to ethical business practices 19. Perform all other tasks and duties as assigned Clerical 20. Prepare correspondence, forms, manuals, reports, purchase orders, and payment authorizations using a personal computer 21. Compile, maintain, and file all reports, records, and other documents as required 22. Prepare and maintain vendor and bidder lists 23. All other duties as assigned Supervisory Responsibilities: None.
