About the Job Duration: 14-month contract Work Location: Onsite in Albany, NY (frequency as required by ITS; subject to change) Key Responsibilities:Conduct requirements analysis for Legacy, Open, and Transfer systems. Elicit, analyze, and document business and system requirements for the transformed IES. Identify and document As-Is and To-Be system processes using IES methodology, tools, and processes. Perform system analysis and documentation of legacy mainframe systems. Meet with state agency and local district stakeholders, SMEs, users, and executive teams to gather requirements. Produce artifacts that ensure system design and delivery align with business needs. Adhere to project timelines, priorities, and onsite work requirements. Mandatory Qualifications:4-7 years of experience as a Business Analyst (BA). Experience analyzing legacy/open/transfer business and system rules and translating them into modernized rules. In-depth domain knowledge of SNAP, HEAP, PA, Fair Hearings, and Child Support programs. Desired Qualifications:Experience with federal/state eligibility programs in state-supervised, locally administered environments. Skilled in stakeholder workshop facilitation, system user training, and adhering to project timelines. Proficient in creating As-Is and To-Be artifacts: Process Flows, User Stories with Acceptance Criteria, Use Cases, User Guides, Screen Prototypes, Data Specifications, UML diagrams. Experience in business process reengineering and optimization, including mainframe/open systems logic. Ability to conduct open systems analysis, gap analysis, and perform basic scripting/query tasks. Knowledge of Quality Control systems, Client and Worker Portal systems for eligibility, enrollment, and case management. Understanding of Application Management, data collection (financial and non-financial), document management, client correspondence, and support functions.
