Job Description: Manager of HSSE (Health, Safety, Security & Environment)Location: Vernon, CA (On-Site, 5 Days/Week) Scope: National Responsibility with Emphasis on California Department: Operations / EHS Reports To: President, Arcadia Position Type: Full-Time Position Summary The Manager of Health, Safety, Security & Environment (HSSE) is responsible for leading and overseeing HSSE strategy, compliance, and performance across all U.S. manufacturing sites, with a particular emphasis on California regulatory requirements. Based full-time on-site in Vernon, CA, this role serves as a highly visible operational leader supporting both local execution and enterprise-wide safety consistency. Reporting directly to the President of Arcadia, the HSSE Manager will play a critical role in driving a proactive safety culture, ensuring regulatory compliance, reducing operational risk, and advancing environmental stewardship across the organization. This position will also partner closely with Human Resources to manage and coordinate the Workers' Compensation process, including injury reporting, claim management, and return-to-work programs. Key ResponsibilitiesEnterprise HSSE Leadership Develop and execute HSSE strategy aligned with Arcadia's operational and business objectives across all U.S. sites. Establish consistent safety standards, policies, and performance expectations nationwide. Serve as a trusted advisor to the President and senior leadership on HSSE risks, trends, and priorities. Lead cross-site safety initiatives, committees, and continuous improvement programs. California Compliance & Site Leadership Serve as the organization's primary expert on Cal/OSHA, California environmental regulations, and local agency requirements. Ensure full compliance for Vernon operations while supporting California-specific needs across the enterprise. Lead regulatory inspections, audits, and interactions with state and federal agencies. Monitor regulatory changes and proactively update internal programs and policies. Health & Safety Management Oversee hazard identification, risk assessments, job safety analyses (JSAs), and corrective action programs. Lead incident reporting, investigations, root cause analysis, and preventative action implementation. Drive reduction in recordable injuries, near misses, and operational risk through proactive safety programs. Track and report key safety performance indicators. Workers' Compensation & Injury Management Partnership Partner closely with HR to manage the Workers' Compensation process from injury reporting through claim resolution. Coordinate timely claim reporting, documentation, investigations, and communications with carriers and third-party administrators. Support return-to-work, modified duty, and injury recovery programs to reduce lost time and support employee well-being. Analyze injury and claims trends to identify prevention opportunities and reduce overall cost of risk. Ensure compliance with California Workers' Compensation requirements and reporting timelines. Environmental Compliance & Sustainability Oversee environmental compliance programs including hazardous waste management, stormwater compliance, air permitting, and chemical handling. Maintain accurate environmental documentation, reporting, and recordkeeping across jurisdictions. Support sustainability initiatives and environmental impact reduction efforts. Security & Emergency Preparedness Coordinate facility security standards and risk mitigation protocols. Lead emergency response planning, drills, and crisis readiness across sites. Ensure preparedness for fire, chemical release, natural disasters, and other emergency events. Training, Auditing & Continuous Improvement Develop and implement standardized HSSE training programs across all locations, including: OSHA/Cal/OSHA compliance Lockout/tagout Hazard communication Confined space entry PPE and machine safety Emergency response Conduct internal audits and ensure timely corrective action closure. Support ISO 14001 and/or ISO 45001 management systems where applicable. QualificationsRequired Bachelor's degree in Environmental Health & Safety, Industrial Hygiene, Engineering, or related field. 5+ years of progressive HSSE experience in manufacturing or industrial environments. Demonstrated multi-site or enterprise-level safety leadership experience. Strong working knowledge of Cal/OSHA and California environmental regulations. Experience partnering with HR on Workers' Compensation claim management and injury recovery programs. Ability to travel nationally as needed (estimated 10-15%). Ability to work full-time on-site in Vernon, CA.
