Job DutiesTHE OPPORTUNITY: The Modeling Supervisor (Senior Appraiser) oversees all modeling activities in the Department of Assessments. Will take a lead role in the Commercial Appraisal technology implementation, data testing, conversion, and validation. Works directly with the Chief Appraiser and Appraisal Division Directors to ensure consistency and accuracy in all aspects of income modeling. Will work with Senior Management to find efficiencies in value methodologies and reporting. Create guidelines and instructions for complex tasks such as software implementation, revamping reports, and land and income modeling. Assist the Assessor, Chief Deputy Assessor, Division Directors, and Chief Appraiser in defense of our practices and procedures. Serve as the point person for the creative advancement of our processes, including but not limited to IAAO presentations. The successful candidate will, at a minimum, demonstrate the ability and skill to: Oversee training practices for systems and software designed to promote accuracy and consistency. Reviews data collection practices and procedures to ensure consistency and accuracy Lead in the modeling of land/income appraisal. Lead, supervise, manage, and coordinate staff, providing evaluations of the quality and quantity of work. Publish and enforce standard practices for sales verification and outlier removal. Create, update, and further automate area reports. Plan and provide oversight into the department's modeling processes, which involve the analysis and review of income appraisal valuation models to achieve assessment consistency, equity, and equalization. Ability to use metrics and analytics to drive work success. Provide critical analysis and review of technically complex properties for tax assessment purposes. The work performed by the Technical Senior Appraiser requires the application of a wide range of appraisal knowledge, principles, techniques, statistics, building construction knowledge, workmanship, materials, and departmental procedures. Work with Directors and Chief Appraiser to promote consistent and understandable statistical practices Serve as a liaison with programmers to ensure analysis tools are available and working properly. This position requires an understanding of dashboards and smart tools/technology. Create instructions and road maps to spell out steps in the analysis process for staff. Prepare and review appraisals of a comprehensive scope requiring adherence to RCWs, WACs, and appraising procedures, ensuring equitable and consistent determination of value according to USPAP. Direct, organize, and teach training courses on the use of Power BI, AI training, and model development Work to promote uses of new technology in assessment practices Serve as a resource for Commercial, Personal Property, and Senior Management Experience, Qualifications, Knowledge, SkillsHas six (6) years of increasingly responsible leadership and above-average technological skills, with applicability to the assessor's business practices, and experience in commercial appraisal or other related fields. Skill or ability in providing supervision and oversight to staff, including planning, coordinating, and providing direction to supervisors and staff regarding work progress to meet deadlines. Skill or ability to build dashboards to manage data and modeling, while collaborating with other senior appraisers. Skill or ability to use advanced technology with commercial appeals responses, Personal Property tasks, and other uses as development of this software progresses. Skill or ability to lead, coach, and support employees. Ability to provide general or specialized technical information to the public regarding property assessments, mass appraisal activities and requirements, and property related information, Skill at interpreting Washington State RCWs, Washington Administrative Code, Professional Appraisal Standards, and valuation guidelines to respond to internal and/or external customers over the telephone, in writing, and/or in person, In addition, any combination of education and/or experience that clearly demonstrates the ability to successfully perform the duties of the position, and: Experience as a King County Department of Assessments real property appraiser II or Senior Appraiser, and satisfactory completion of 105 hours of appraisal coursework, OR any equivalent combination of recent and relevant education and/or experience. Verification of successful completion of courses is required. Above-average experience with technology, testing, and adaptation of new software. Experience in the use of commercial property valuation modeling, or other data modeling with complex data sets and multiple variables.
