The State of Wisconsin Office of the Commissioner of Insurance (OCI) was created by the legislature in 1870, vested with broad powers to ensure that the insurance industry responsibly and adequately met the insurance needs of Wisconsin citizens. More information about OCI is available on OCI's public site at In 2019, OCI implemented a solution using OnBase by Hyland to support the following: A web-based filing portal, to allow insurers to file various documents electronically into OnBase, greatly reducing the efforts formerly required to handle paper filings. Generation and editing of associated documents generated by OCI. Business process workflow, collecting the dates of work and transactions within the office. Automating the review of documents and approvals of requests, and Reminding staff to complete tasks in a timely manner. OCI Information Technology (OCI IT) supports and manages the OnBase solution for the benefit of OCI. OCI IT is looking for an additional experienced OnBase Contractor to support, maintain, and develop additional functionality with OnBase. Contractors must reside in the State of Wisconsin even though the position can be 100% remote. Please ensure that contractors understand this requirement prior to submission. Example Responsibilities: User support and triage of issues, and timely resolution of assigned tickets Identifying patterns of tickets to isolate true root cause and propose solutions and/or changes Understanding business requirements to achieve OCI's desired outcomes, while adhering to agency policies and procedures Suggesting, and demonstrating, conceptual designs to improve the user experience High quality module configuration and design using low-to-no-code approach, with minimal oversight Communication of important updates and/or necessary changes to Management, where appropriate Recommendation for design improvements to existing solutions Standard development environment requirements, to include documentation and task tracking Support for other OCI IT team initiatives as needed Tog Skills & Years of Experience: Required Top Skills: Completed or recently renewed OnBase Certified Workview Developer (OCWV) certification, within the past 4 years. Building OnBase low-to-no code solutions, following Hyland best practices and design methodology: Workview standalone applications Workflow standalone lifecycles Workflow/Workview combined solutions Document Composition templates Design thinking - determine and work toward an outcome, not just following a list of steps Troubleshooting pre-existing OnBase solutions with minimal existing documentation Creating and editing business process and technical documentation Working directly with business users to resolve production issues timely and correctly Strong communication skills, including verbal (phone/video) and written (email) Strong analytical, organizational, and task management skills Desire and ability to actively participate in business requirements gathering sessions and technical reviews Strongly Desired-Nice to Have Skills: State and/or Local Government work history Any CompTIA certifications Windows Server administration experience IT Service Management (ITIL) certification Jira experience (user/and or developer) Agile and Waterfall SDLC (and the ability to determine the best approach given a business need) Records Retention (the process in general, how it works) OnBase Reporting Dashboards experience Microsoft Visio experience Microsoft SharePoint experience Oracle database reporting experience Interview Process: Microsoft Teams interview - possibly two rounds Duration: 06/30/2024 extensions possible Remote or Onsite? 100% remote within the State of Wisconsin.
