Position Objective: As an Entry-Level Human Resource Associate, you will utilize your HR skills to support managers, program staff, and clients across a variety of HR topics such as staffing, classification, benefits, recruitment, compensation, and employee relations. This role is integral to support the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and the Office of Human Capital (OHC). Duties and Responsibilities: Process personnel and payroll actions, including payroll document entry and leave audits. Create and maintain vacancy, retirement, and payroll folders. Research waiver and hearing requests with attention to detail. Scan and organize documents in various personnel record systems. Assist in drafting standard operating procedures (SOPs). Process personal liability insurance reimbursement claims efficiently. Initiate notifications for tentative selection and disposition letters. Compile and research information on various federal HR topics. Provide HR guidance to applicants and staff, while maintaining organized employee files. Offer comprehensive administrative support to managers and program staff. Responsibilities include: Manage and coordinate calendars. Screen phone calls and assist visitors in a professional manner. Make travel arrangements and coordinate conference/meeting logistics. Prepare agendas, correspondence, and spreadsheets. Open and route incoming mail. Organize and maintain files per agency guidelines. Monitor office supply inventories and manage document uploads to SharePoint. Handle complex cases in pay, leave, and time administration accurately. Conduct desk audits and prepare management evaluation reports for classification actions. Assist in developing training materials for managers and employees. Resolve pay-setting errors and discrepancies with a problem-solving mindset. Provide guidance on base pay, overtime, and leave entitlements. Qualifications Basic Qualifications: Bachelor's degree required OR: A minimum of 3 years of federal Human Resources experience may be considered as equivalent. If duties involve drug testing and site collection, candidates must have knowledge of Health and Human Services Guidelines and possess a valid driver's license. U.S. citizenship or Legal Permanent Residency is required, along with residency in the U.S. or its Territories for at least three of the last five years. Minimum Qualifications: Delegated Examining Certification and/or HRM Certificate preferred. Intermediate to advanced proficiency in the Microsoft Office Suite is essential. Strong written and oral communication skills are a must. Advanced presentation and organizational skills desired. Ability to work well both independently and collaboratively. Exceptional time management abilities are essential. Depending on specific tasks, advanced knowledge of systems like NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other IT systems may be required.
