This position is not eligible for benefits What Success Looks Like in the First Year Within the first 12 months, the Legislative Specialist I will develop strong working knowledge of County Board operations, including agenda preparation, meeting coordination and support, records management, and timely follow-through on assigned actions. Success in this role also includes building and maintaining positive, trust-based relationships with the County Board, County Executive, County staff, and members of the community while providing responsive and professional support. Key Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provides impartial, non-partisan administrative and legislative support to the County Board and its committees as assigned including preparing and distributing agendas and minutes and all follow-up activity as required by the committee. Strong organizational skills with the ability to manage deadlines. Assists in proofing and distributing resolutions and ordinances. Facilitates virtual and in-person public meetings and ensures accessibility to video conferencing platforms. Assists with updating the Legislative Services web page, ensuring timely and accurate posting of agendas, minutes, resolutions, ordinances, and all related materials. Performs reception duties for the Legislative Services office, Board Chair, Vice Chair and County Board of Supervisors. Ability to communicate clearly and professionally, both verbally and in writing. Maintains understanding of government processes, County Board Rules, open meetings laws, and Parliamentary procedure. Maintains regular and predictable attendance, works flexible hours as needed. Ability to exercise discretion and maintain confidentiality while handling sensitive material. Performs other duties as assigned. Education/Certifications/Experience RequirementsHigh school diploma or equivalent (such as a GED) required. One to two years office experience where extensive computer skills and significant attention to detail was required. Knowledge of, or experience with local level government processes and current county software. Or, any combination of education and experience that provides equivalent knowledge, skills, and abilities. Required or Preferred SkillsAbility to operate standard office technology including multi-function photocopier / scanner, audiovisual equipment, transcription devices, Laserfiche, telephone, personal computer and the software utilized by the department. Ability to work independently, use sound judgment and make good decisions. Ability to understand non-partisan government processes, County Board Rules, open meetings laws, and Parliamentary Procedure. Ability to add, subtract, multiply, divide, and calculate decimals and percentages. Ability to comprehend and interpret a variety of documents including meeting minutes and agendas, contracts, budgets, billing statements and vouchers, State statutes, policy and procedure manuals, etc. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Kofax) with the ability to prepare various documents including meeting agendas, minutes, letters and other correspondence, time reports, etc. Ability to use and interpret basic legal and accounting terminology. Ability to communicate effectively with County Board Chairman and members, Board Supervisors, County Executives and department heads, State representatives, WCA staff, the general public, and others verbally and in writing in a non-partisan manner. Ability to maintain confidentiality in dealing with sensitive materials and information. Ability to walk, stoop, climb, bend, stretch, push, pull, move and lift up to 20 pounds. Work Environment: This position operates in a professional office environment within a legislative or government setting. The role involves regular interaction with elected officials, government staff, and members of the public. Work is primarily performed at a desk using a computer, phone, and standard office equipment. The position requires attendance at committee meetings and public hearings, which may occur during evenings or extended hours. The environment is fast-paced during active legislative periods and may require managing multiple deadlines with a high level of accuracy and confidentiality. Voluntary Short-Term Disability Insurance Short-Term Disability pays the employee a portion of his or her income for a specified period of time, as determined by the plan. The Short-Term Disability plan provides coverage for injuries and illnesses that occur outside of work. The premium for this coverage is paid entirely by the employee and is available to active employees that meet the hours threshold requirements. Long-Term Disability Insurance All regular, non-union full-time employees are eligible for long-term disability coverage. Premiums are fully paid by the County. Wisconsin Retirement System Wisconsin Retirement Program helps provide for financial security during retirement. Monthly annuity payments at retirement are calculated using years of creditable service, average earnings (based on three highest years of earnings), formula factors, age at retirement and selected annuity option. The retirement plan consists of two parts: an employee-required portion and an employer-required portion. Outagamie County pays the employer portion, and employees are responsible for paying the employee-required portion, which is determined by the state each year. Enrollment is required for eligible employees. Eligibility is determined based on Wisconsin Retirement System plan rules. Deferred Compensation Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. Employees can save up to 100% of their compensation, to a maximum of $23,500 annually, or as little as $10.00 per paycheck. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-deferred until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances. There is also an after-tax 457 Roth contribution option. Flexible Spending Account Plan The Flexible Spending Account Plan saves money by allowing the employee to pay for certain medical related expenses and dependent care expenses on a pre-tax basis, reducing annual taxable income resulting in Federal, State, Social Security, and Medicare tax savings. Employee Assistance Program Outagamie County has an Employee Assistance Program (EAP). The services offered as part of the County's plan are a benefit provided at no cost to its employees and their immediate family members to help deal with life's stresses. EAP consists of caring individuals who are certified counselors. They offer professional support and direction towards resolving problems or concerns. They can also help by referring the employee to another resource if assistance is needed beyond the EAP. Paid Time Off Outagamie County offers several paid time off benefits that include: vacation, personal holidays, national holidays, sick leave, bereavement leave and military leave. Employee and Family Clinic Primary Health Services, Acute Health Care and Physical Therapy are available to employees and dependents ages 12 months and up (age 13 and up for physical therapy), who are covered on a county health plan.
