Job Title Senior Budget Analyst and Grants Manager Location Central Office Reports To Assistant Director of Finance and the Assistant Superintendent of Finance Work days/FTE 12 Month / 1.0 FTE Salary/Benefits Salary and benefits in accordance with the Non-Represented Personnel schedule: $79,739 to to $95,880 annually; pay commensurate with experience Benefits Eligible? Yes JOB GOAL Assists with the development of annual operating, grant and capital budgets. Performs financial analysis of school department programs and accounts. Coordinates and manages special projects as required by the Assistant Superintendent of Finance. Provide back-up to Payroll or AP Coordinator when necessary. QUALIFICATIOS Education: Bachelors degree required, preferably in public administration, business or a finance-related discipline Specialized Knowledge: Excel, Word, PowerPoint Google Sheets, Docs, Slides, and Forms Munis (strongly preferred but will train the right candidate) or other financial software Preferred Experience: One to three years of finance/budget related experience with demonstrated knowledge of municipal bookkeeping, accounting, accounts payable, procurement, and payroll procedures Prior experience in budget development and financial analysis, with knowledge of general accounting principles Skills: Strong math skills Strong analytical skills Demonstrated aptitude for work to be performed Knowledge, ability and initative to help administrators keep grant deadlines Ability to work independently and direct his/her/their own work as well as work cooperatively with others to analyze complex issues and help develop solutions to serve internal and external customers Ability to recognize district-wide priorities and work cooperatively to support their accomplishment Proficiency in working with Microsoft applications (e.g. Word, Excel, PowerPoint) Experience with MUNIS or other financial software desirable Ability to prepare complex correspondence, spreadsheets, and reports Ability to communicate clearly and concisely with others, both verbally and in writing Ability to prioritize multiple tasks and work in an environment with interruptions Ability to be highly organized, perform detailed work accurately and efficiently within strict deadlines Ability to handle large volumes of work and a variety of jobs associated with the running of a busy office in an efficient and accurate manner Excellent human relations skills required Ability to work collegially and cooperatively with all constituencies within the school community is essential Excellent customer service skills TOOLS AND EQUIPMENT USED Phone, personal computer and software applications as outlined above, scanner, copy machine, calculator, camera, printers and fax machine. Duties include, but are not limited to: Assists in the development of annual salary budget and other materials for the annual Budget Book, School Committee, Finance Committee, and Town Meeting Prepare and share monthly YTD expenditure reports with Principals and budget managers Prepare monthly budget projections of each general ledger salary account for review with Assistant Director of Finance. Regularly monitor annual school budget throughout the fiscal year and collaborate with the schools to ensure proper tracking of funding Prepare journal entries Assist in completion of DESE End-of-Year Report and other reports as necessary Provide actual payroll data in support of contract administration, collective bargaining process and non-represented employees. Assists in maintaining personnel budget and projections by working with Assistant Superintendent Assists in implementation of the compensation provisions of all collective bargaining agreements, administrator contracts and school committee policies Maintain control books listing all salaried employees based on contractual agreements for weekly and bi-weekly payrolls Oversee the maintenance and management of all payroll records Assist when needed with Receive and confirm accuracy of payroll forms Coordinate recordkeeping for Federal and State projects (grants, revolving funds, and capital) including completion and submission of monthly, quarterly, and annual reports and the calculation of all appropriate fringe benefit costs Assist with student activity oversight Maintain database of donations to Natick Public Schools, prepare memos and letters for the School Committee and donors Oversight of and support of the Financial Assistance Program: Determine eligibility, prepare correspondence, notify program directors Perform other such tasks as may be assigned by Assistant Superintendent of Finance WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects or controls.
