Refining Engineer Manager - Instrumentation Job Summary The Marathon Los Angeles Refinery supporting both Carson/Wilmington Refineries has an opening for a Refining Engineer Manager. This position will be required to provide supervision, technical support and development for a team of Instrument engineers who support their Area Teams with project development/implementation as well as support for daily refinery operation Instrument Engineering needs. The hours of the position are 9/80 schedule, must take after hour calls on average several times a month and support TAR once a year on average as required. Core business hours are: 7:30 AM - 3:30 PM. Key Responsibilities Supervise the development, management, and completion of a wide range of engineering and construction projects to support the Area Team and/or Site Refinery's needs. Apply an advanced level of project management and technical engineering knowledge and experience to monitor and ensure that projects are completed in a timely, cost-effective, and quality-controlled manner. Ensure project objectives and scope align with the business objectives of the project throughout the project life cycle. Direct and monitor team members involved in the analysis, design, and construction management of assigned projects and/or Team engineering needs. Ensure designs and solutions include current engineering and construction technology; satisfy specifications and standards; maximize operations efficiency, quality, flexibility, safety, scheduling, and reliability, while minimizing costs. Distribute workloads strategically amongst the Instrument Engineering Department, their team, and engineering contractors; ensures that projects are completed within the intended budget year and/or to support the budgeting process. Maintain assigned workloads in a flexible environment to meet the changing needs of the Area Teams or Refinery. Lead and develop Instrument engineers for success through coaching, mentoring, training plans and work validation. Cultivate innovation to allow for the efficient completion of project assignments and/or troubleshooting efforts to support the Refinery's needs. Track and monitor project status and drives timely reporting of project schedules, financial status, and project viability with all effected stakeholders. Develop a teamwork approach to providing services. Ensure engineers are supporting the needs of their stakeholders including but not limited to managing Intelex/MOC items, participating and/or leading PHAs and/or Incident Investigations, participating in Procedural Development and Reviews, LOPAs, and facilitating periodic prioritization meetings or project reviews with stakeholders. Foster a culture of collaboration and teamwork within the department. Manages the college co-ops assigned to the team. Support budgeting process by ensuring all projects are developed to meet budgeting deadlines and data is accurate and timely. Interface with other departments, particularly Maintenance, Turnaround, Construction and Operations to address issues and leverage relationships for smooth progress. Education, Experience and Skills Minimum Qualifications Must have a Bachelor's Degree in Engineering discipline. (Education must be obtained/completed prior to start date) Must have at least eight (8) years or more Engineering experience in a refinery, petro-chemical or other related heavy industry. Must have strong Instrumentation aptitude. Must have good communication, problem-solving, and interpersonal skills. Must have knowledge of industrial Instrumentation systems (flow, pressure, level, and temperature instruments, control valves, BPCS, logic solvers, panel design, low voltage wiring etc), associated industry codes & standards and process units. Strong working knowledge of applicable industry standards, including ISA/IEC 61511 for Safety Instrumented Systems. Understanding of MOC, PHA and LOPA as applied to industrial instrumentation in a PSM environment. Must have working knowledge of SI (Smart Instrumentation) management software. Must make practical technical and business decisions. Must be proficient in Microsoft: Word, Excel and Outlook. Must be able to wear appropriate PPE in the refinery, be able to physically perform all tasks in the field and take hair drug test and physical. Must have a clean and valid driver's license. (MPC determines valid status.) Travel Requirement is 10% or less. Refinery work experience is preferred. FS Engineer (TUV Certification) is preferred. Relocation may be available.
