Job DescriptionJob DescriptionPayroll & Benefits AdministratorDepartment: AdministrationEmployment Status: Full-Time, Non-ExemptLocation: 4645 LaGuardia DriveReports To: Vice President of Human ResourcesAbout the RoleUCP Heartland is seeking a detail-oriented and service-focused Payroll & Benefits Administrator to manage the accurate administration of payroll and employee benefit programs. This role plays a critical operational role in ensuring compliance with federal and Missouri employment laws, maintaining data integrity within the HRIS, and delivering responsive, high-quality service to employees.The Payroll & Benefits Administrator works closely with Human Resources and Finance to support payroll processing, benefits administration, reporting, and internal controls.THIS IS AN IN HOUSE, NON-HYBRID, NON-WFH POSITIONKey ResponsibilitiesPayroll Administration Administer bi-weekly payroll processing in compliance with the Fair Labor Standards Act (FLSA) and Missouri wage and hour laws.Review payroll registers for accuracy prior to final submission.Manage voluntary and statutory deductions, including benefits, retirement contributions, garnishments, and court orders.Maintain accurate payroll records within the HRIS system in accordance with record retention requirements.Assist Finance with payroll reconciliations and reporting.Respond to payroll-related inquiries in a timely, professional manner. Benefits Administration Manage benefits eligibility and enrollment for new hires.Administer qualifying life events and employment status changes.Coordinate timely transmission of enrollment and termination data to benefit carriers.Administer COBRA in coordination with an external vendor.Review and reconcile monthly benefits invoices prior to payment.Support ACA tracking and reporting through accurate data management.Assist with Form 5500 documentation and retirement plan audits.Coordinate benefit continuation during approved FMLA leaves.Support annual open enrollment planning and implementation.Communicate benefit updates, changes, and deadlines to employees. Compliance & Internal Controls Administer payroll and benefits processes in compliance with applicable regulations, including: FLSAACACOBRAERISAHIPAAMissouri employment laws Participate in internal and external audits (retirement plan, CARF, DMH, and financial audits).Maintain strict confidentiality of employee and protected health information.Identify discrepancies, escalate complex issues, and support internal controls as appropriate. HR Systems & Reporting Generate payroll and benefits reports for leadership and regulatory purposes.Ensure accuracy and integrity of employee data within the HRIS.Support HRIS optimization initiatives.Identify opportunities for process improvement and recommend enhancements to payroll and benefits workflows. Required Competencies Ensures AccountabilityOptimizes Work ProcessesManages ComplexityCommunicates EffectivelyCustomer FocusCollaboratesInstills TrustPlans and Aligns Minimum Qualifications Bachelor’s degree in human resources, Business Administration, Accounting, or a related field, or an equivalent combination of education and experience.Minimum of three (3) years of experience in payroll and benefits administration; nonprofit or healthcare experience preferred.Experience with HRIS systems and payroll platforms (e.g., ADP).Strong knowledge of federal and Missouri employment laws, including FLSA, ACA, HIPAA, and COBRA.Excellent communication, analytical, and interpersonal skills.Proven ability to maintain confidentiality and act with integrity.
