Positions perform these duties and responsibilities in a training capacity. Installs, renews, and disconnects water and wastewater services; repairs service leaks; installs and repairs mains, laterals, valves, and fittings; installs and repairs hydrants; reads, replaces, repairs, and rebuilds meters; turns on and off main line valves, hydrants, and fire service lines; installs tanker meters to hydrants; exercises valves and hydrants. Participates in hydro-jetting excavation for the utilities division; safely excavates around underground utilities; performs confined space entry as required. Raises vault lids and value caps; forms, pours, and finishes concrete around hydrants in alleys and sidewalks and around meter boxes; lays asphalt; installs and repairs fences and gates; installs shoring in ditches. Operates a variety of technical, hydraulic, pneumatic, or motorized equipment to maintain or operate utility systems. Monitors, analyzes, evaluates, and maintains mechanical operation of equipment used to produce, distribute, collect, or treat potable and recycled water and wastewater. Cleans and maintains pump and reservoir sites; drains, washes down, and repairs facility coating; chlorinates wells and reservoirs. Paints piping, walks, building interiors and exteriors, gates, and other structures; performs fabrication of pipelines, and pipefitting. Observes safety precautions regarding traffic control, confined space, trenching, excavating, and power equipment operation; sets up traffic control equipment; directs traffic in the street during construction processes. Drives vehicles to work sites and dumping areas; loads vehicles on trailers and hauls trailers to worksites; loads and unloads material and debris from dump trucks and pickup trucks. Performs a variety of skilled and semi-skilled tasks in the construction, maintenance, and servicing of City water and storm drain collection systems; performs maintenance and repair activities on sewer and storm drain collection system facilities; flushes sewer mains, removes debris, and repairs and/or replaces damaged pipe. Interprets and applies technical information from manuals, drawings, specifications, layouts, blueprints, and schematics; draws maps and records measurements. Removes concrete, sets forms, pours, and finishes concrete to repair curbs, gutters, driveways, and sidewalks. Removes asphalt and installs temporary asphalt concrete repairs, sprays emulsion. Performs landscape duties at pump and reservoir sites. Operates a variety of equipment and vehicles including pickup and dump trucks, tractors, loaders, back hoes, and air pressure equipment; assists with storm drain cleaning and maintenance; performs routine preventive maintenance on equipment and vehicles as assigned. Utilizes an underground service locator to accurately mark existing potable and reclaimed water utilities. Prepares written and oral reports related to activities and incidents; performs computer data entry. Assists other divisions and/or departments as directed. Safe driving principles and practices; traffic laws, ordinances, and rules involved in truck and heavy equipment operations. City and mandated safety rules, regulations, and protocols. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. The structure and content of the English language to effectively perform the work. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability to:Perform semi-skilled and skilled maintenance, construction, and repair work in the area of work assigned. Read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Understand, interpret, apply, explain, and ensure compliance with applicable federal, state, and local laws, regulations, policies and procedures, and departmental policies related to work performed. Perform simple cement and masonry work; perform minor repairs and adjustments to equipment and tools. Operate a variety of vehicles and equipment in a safe and effective manner. Assist in the training of others in the safe operation of tools and equipment. Understand and follow oral and written instructions. Work safely and adhere to principles of safety when working near traffic, in confined spaces, in trenches, or in other environments. Perform accurate mathematical calculations. Maintain accurate records. Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines. Organize work, set priorities, meet critical deadlines, and follow-up on assignments. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. PHYSICAL AND MENTAL DEMANDSMust possess mobility to do medium to heavy fieldwork, including walking, standing, climbing, bending, lifting, and carrying up to 50+ lbs. Able to work on uneven or slippery surfaces and enter confined spaces using proper equipment. Operate hand and power tools, construction equipment, and motor vehicles safely. Use finger dexterity for equipment operation and repairs. Perform field inspections and identify hazards, including possible live electrical work. Required to wear and use proper Personal Protective Equipment (PPE). WORK ENVIRONMENT Work primarily in the field with exposure to loud noise, extreme weather, road hazards, chemicals, fumes, dust, and other environmental risks. May work around mechanical or electrical hazards. Requires interaction with staff and the public, including handling difficult or upset individuals while enforcing policies and procedures. May be required to work extended hours and rotating shifts, including weekends and holidays.
