General Description The role of Prevailing Wage Specialist ensures full compliance with the Davis-Bacon Act, state prevailing wage laws, and project-specific reporting requirements. This role is responsible for preparing, auditing, and submitting certified payroll across multiple states for both union and non-union workforces. The Specialist provides expert guidance to internal teams while maintaining the highest standards of accuracy, timeliness, and regulatory compliance. Key Duties Prepare, review, and submit weekly Certified Payroll Reports (CPRs) for multiple states, ensuring compliance with federal, state, and local prevailing wage requirements. Conduct detailed reviews of CPRs, including the Statement of Compliance, Wage & Hour Records, Deduction Records, and Fringe Benefit Records, ensuring accuracy and completeness. Verify that all required fields-such as dates, signatures, classifications, and project information-are properly completed and compliant with governing regulations. Confirm employees are paid correctly according to applicable wage determinations, job classifications, fringe benefit requirements, and locality-specific wage tables. Audit all payroll calculations for accuracy, including project gross wages, weekly gross wages, approved deductions, and net pay. Research and resolve issues such as missing payrolls, discrepancies identified during interviews or observations, and requests for proof of payment or employee verification. Utilize electronic certified payroll reporting systems including, but not limited to, LCPtracker, AASHTOWare, Skillsmart, DocExpress, eMars, Elations, and state-specific platforms. Perform other payroll administrative duties as assigned. Professional Skills & Standards Strong analytical skills, attention to detail, and the ability to interpret complex wage determinations and compliance requirements. Maintain strict confidentiality regarding employee pay, personnel data, and proprietary project information. Ability to manage multiple deadlines and projects simultaneously with excellent time-management and organizational skills. Perform additional tasks as needed to support payroll operations and compliance functions. Qualification Requirements To perform this job successfully, an individual must be able to perform each Key Duty satisfactorily. Education & Experience Proven, hands-on experience with Certified Payroll reporting, including Davis-Bacon, state prevailing wage laws, and electronic CPR systems. High school diploma or GED required; minimum two (2) years of administrative experience required. Ability to understand and interpret wage determinations, project specifications, and regulatory requirements. Strong ability to communicate effectively with managers, employees, subcontractors, and compliance agencies. Demonstrated ability to meet strict weekly deadlines and manage time-sensitive compliance responsibilities. Excellent written and verbal communication skills with the ability to explain complex requirements clearly. Highly organized and detail-oriented, with the ability to maintain accuracy while working in a fast-paced environment with frequent interruptions. Proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint). Must possess a valid driver's license with a clean driving record. Physical Demands. Frequent ability to sit for prolonged periods of time; Ability to drive a company vehicle for various recruiting events. Frequent ability to talk and hear, both in person and by telephone; Frequent ability to operate standard office equipment, using hand and arm dexterity; Frequent ability to navigate through office environment, including periodic use of stairs and/or elevator, as needed; Infrequent ability to lift general office documents and materials, up to 10 pounds; Frequent vision abilities required by this job include close vision, distance vision, depth perception, color vision, and the ability to adjust focus. Work Environment. The work environment characteristics described below are representative of those that a Certified Payroll Clerk while performing the essential functions of this job. Work is performed predominately indoors, although periodic visits to construction sites or asphalt manufacturing facilities may be required. Noise level in the typical office work environment is quiet.
