Salary: $70,620.00 - $105,324.00 Annually Location : Kenosha, WI Job Type: Regular - Full Time Job Number: 20260421 Department: Water Division: KWU Engineering Opening Date: 02/16/2026 General Overview of Position The Engineer-In-Training is responsible for the planning and implementation of the Kenosha Water Utility's (KWU) construction projects. The incumbent coordinates and reviews the work of contractors and consultants, and certifies that the work is acceptable and in compliance with contract documents and local, state and federal requirements. Incumbent's work is reviewed through conferences and written reports for results obtained. The KWU Engineering Department is responsible for reviewing, approving, and inspecting all sewer and water infrastructure within our system, including oversight of Utility awarded contracts to help rehabilitate and enhance our aging infrastructure. KWU Engineering also manages a variety of other programs such as: the Lead Service Replacement Program (LSRP), responding to Digger's Hotline locating requests, sanitary sewer televising inspections, manhole inspections, sanitary flow monitoring, water main leak detection, hydrant flow testing and maintaining/updating the KWU Geographical Information System (G.I.S.) database. The Kenosha Water Utility provides water and wastewater services to more than 100,000 people in the Kenosha area, including the City of Kenosha, the Villages of Bristol, Pleasant Prairie, and Somers. Kenosha is ideally located off Interstate 94 on the southwestern shore of Lake Michigan between Milwaukee and Chicago. More information may be obtained at Example of Duties & Responsibilities Essential Duties & Responsibilities (illustrative only) Designs water and sanitary sewer systems and infrastructure, and assists with water/wastewater treatment facility design. Prepares and reviews engineering specifications, plans and reports; makes design and policy recommendations; evaluates engineering solutions and ensures coordination with overall policy. Assists with review of private development plans and adjoining community infrastructure improvement plans. Functions as project manager on utility construction projects including directing work, supervising, inspecting, and reviewing data submittal for accuracy. Acts as Utility liaison between consultants, developers, contractors, property owners and the public to communicate information and resolve problems involving Utility engineering projects or services. Requirements Required Education, Training and Experience: Bachelor's degree in Civil Engineering from an accredited college or university (if not already possessed, to be acquired by end of current semester). Utility related engineering design experience is preferred, but not required to apply. Possession of EIT (Engineer-In-Training) certification from the state of Wisconsin within one (1) year of hire date. Or any combination of education and experience that provides equivalent knowledge, skills and abilities. Required Knowledge, Skills and Abilities: Knowledge of the principles and practices of engineering as applied to water and wastewater utilities, services and infrastructure. Knowledge of utilities and public works design, construction and maintenance methods, materials and equipment. Knowledge of environmental laws regulating utilities, wastewater and water facilities. Knowledge of computer-aided design (CAD) and geographic information systems (GIS) as they relate to water and wastewater services. Knowledge of management and administrative practices. Ability to design engineering projects and water/wastewater systems. Ability to utilize and perform mid-level analysis of a wide variety of reference, descriptive, advisory and/or design data and information such as engineering and construction designs and drawings, project reports, engineering reports, technical specifications, policies, procedures and non-routine correspondence. Ability to perform moderately complex algebraic calculations and to utilize the principles of basic probability and statistical inference. Ability to write and present reports in a clear and concise manner. Ability to supervise the work of field personnel in construction projects. Ability to establish and maintain effective working relationships with employees, municipal/county departments, contractors, developers, and the general public. Ability to handle reasonably necessary stress. Physical Requirements: Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items Task may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation of such devices. Tasks may involve ascending and descending stairs or ladders. Tasks may involve entering confined spaces. Environmental Requirements: Task may require infrequent exposure to adverse environmental conditions which may include factors such as inclement weather, temperature variations, odors, toxic agents, noise, vibrations, wetness, machinery, electrical currents, traffic hazards, and/or dust. All employees are required to pay a five percent (5%) monthly health insurance premium, which will be waived if the employee participates in an annual Health Risk Appraisal (HRA). Employees and qualifying dependents are responsible for any deductibles, co-payments, or other out-of-pocket costs associated with care received under the provisions of the plan(s). The City offers dental insurance to eligible employees as of the first of the month following 30 days of full-time employment. There are two options for Dental Insurance: CarePlus (Dental Associates) and Delta Dental. CarePlus (Dental Associates) monthly premiums are paid for by the City. Employees are responsible for monthly premiums if enrolling in Delta Dental. Only one dental plan may be selected if enrolling. The City offers vision insurance to eligible employees as of the first of the month following 30 days of full-time employment. This plan provides benefits (after applicable co-pay) including a comprehensive exam, eye glasses with standard single vision, etc. The City holds an open enrollment period each calendar year. If the employee waives coverage of health and/or dental insurance upon hire, they must experience a qualifying life event as prescribed by the Plan's summary plan description in order to enroll for either health or dental insurance at any other time during the plan year. Health Savings Account - The health insurance plan offered by the City qualifies for a Health Savings Account (HSA) as defined by the IRS. Johnson Bank has waived the fees normally associated with opening and maintaining an HSA for all City employees who are enrolled in a qualifying insurance plan. Payroll deduction (pre-taxed) is only available to those employees who hold their HSA with Johnson Bank. Enrollment for this benefit is administered by the Finance Department.
