BUILDING & GROUNDS OPS MGR POSITION SUMMARY This position plans, directs, and supervises the daily operations of the Buildings and Grounds Division. Responsibilities include coordinating and overseeing municipal facility maintenance and repair, parks maintenance, landscaping, forestry operations, snow and ice control, and custodial services to ensure City buildings and public spaces are safe, functional, and well-maintained. The division manager exercises independent judgment and practical problem-solving, works with minimal supervision, and collaborates with internal departments and external vendors to meet service level expectations. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Division Operations Management: Manage and oversee daily maintenance, repairs and custodial operations of all city owned facilities and grounds. Manage daily operations of landscape operations. Manage daily job assignments and staff expectations. Respond to and resolve inquiries, concerns, and emergency issues pertaining to city owned facilities and grounds. Manage data and reporting, including daily operational costs, fleet and equipment repairs, and maintenance schedules. Manage the purchase of inventory materials and supplies needed for maintenance, repairs, custodial, landscaping, forestry and new construction operations. Implement recommendations for divisional operational improvements. Respond to data inquiries, conduct presentations and represent the city public and private meetings as appropriate. • Division Administration and Planning: Manage administrative and planning activities to ensure services are delivered in alignment with strategic priorities, applicable laws and regulations, policies and work rules, industry standards/best practices, and established performance measures. Review daily time sheets, including time off usage in accordance with policies. Evaluate and improve workflow processes for equipment maintenance and repair to ensure efficient reliable operation of division equipment and vehicles. Assist the Director of Public Works Operations with the development, review, and implementation of division standards, work rules, and policies and with annual updating of the Capital Improvement Program (CIP). Support the annual update of the CIP, including developing lifecycle, condition, and replacement recommendations and supporting documentation for division vehicles and equipment. • Personnel Management: In coordination with the Director of Public Works Operations and Human Resources, support employee recruitment, selection, onboarding, training, performance evaluation, coaching, mentoring, and development. Recommend and implement corrective action, discipline, and separation consistent with City policy, applicable labor agreements, and progressive discipline practices. Lead the recruitment process for division vacancies, including reviewing job postings and descriptions, screening applicants, participating in interviews, recommending selections, and coordinating onboarding and initial training. • Emergency Responsibilities: Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions. • Other Duties: Perform other duties as assigned by supervisor. REQUIRED MINIMUM QUALIFICATIONSEducation and Experience: • Associate's Degree in Facilities Management, Building Construction Management or a related field; Bachelor's Degree is preferred. • At least five (5) years of progressively responsible experience in facilities maintenance operations. • At least two (2) years of supervisory experience in municipal or Department of Public Works operations. • Possess and maintain a valid driver's license. Necessary Knowledge, Skills, and Abilities: • Considerable knowledge of the tools, equipment, materials, methods, and practices used in a variety of maintenance and repair processes of building maintenance and repair operations, landscape operations, forestry operations and custodial operations. • Knowledge of the materials, tools and equipment commonly used in the maintenance and repair of commercial structures. • Knowledge of facilities maintenance areas, including service contract and repair procedures and practices, as well as general methods, practices and techniques of structural, plumbing and mechanical maintenance. • Knowledge of preventive maintenance practices related to HVAC (heating, ventilation and air conditioning), hot water boilers and related physical plant systems • Knowledge of applicable building and landscape maintenance safety practices, policies and procedures. • Knowledge of commercial janitorial practices and procedures. • Knowledge and understanding of mechanical and structural schematics and blueprints, applicable building codes and hazardous code regulations. • Ability to advise and provide interpretation regarding the application of policies, procedures, and standards to specific situations. • Ability to work independent of direct supervision, including the possession of good critical thinking and problem-solving skills and sound judgement. • Working knowledge of energy conservation/efficiency software for data management. • Basic knowledge of sustainability practices and procedures. • Ability to keep accurate records and prepare routine reports. • Ability to perform basic mathematical calculations. • Ability to utilize a computer and required software, as well as word processing and spreadsheet functions. • Ability to effectively manage, lead, organize and work effectively with individuals, groups and project teams. • Ability to establish and maintain effective working relationships with division staff, other City departments, outside agencies/contractors, and the general public. TOOLS AND EQUIPMENT USED Standard office equipment such as telephone, personal computer, mobile device, copy machine, fax machine, base radio, and a ten-key calculator; wrenches, hammers and other tools used in the maintenance and repairs, construction tools, custodial tools and equipment; safety equipment such as hard hat, safety vest, safety glasses, hearing protection and any other required safety gear. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, stand, bend, twist, kneel, talk and hear. The employee is frequently required to walk and climb stairs, use hands to handle or operate objects, tools or controls and to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work will take place both indoors in an office environment as well as outdoors on job sites in a variety of weather conditions ranging from hot and humid to cold and icy. While performing the duties of this job, the employee will at times be near moving mechanical parts. Safety equipment will be supplied when employee is exposed to toxic or caustic chemicals, fumes, or flying debris. The employee may, at times, encounter various odors and other conditions normally found in municipal public works operations. The noise levels in the work area vary from moderate to extremely loud.
