COLORADO PARKS AND WILDLIFE (Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources.Recognizing that 90% of Coloradans routinely access trails in Colorado, the Colorado Parks and Wildlife Divisions’ (CPW) Trails Program exists to serve all trails interests in Colorado including riding, hiking, equestrian, hunting, fishing, and persons with special needs in its efforts to connect parks, federal lands and other trail systems into a statewide trails network. The work unit exists to administer the State Trails Program, addressing both non-motorized and motorized trail interests established under Colorado Revised Statutes § 33 Article 11, Article 14 and 14.5. The program provides between $9-15 million annually to local, state, tribal, and federal governmental agencies; recreation and school districts; and nonprofit organizations. In addition to funding, the program provides training, education, planning and technical assistance to promote the creation and stewardship of a statewide system of trails.Description of JobCoordinates with the CPW and the Department of Natural Resources (DNR) accounting staff, governmental political subdivisions (local, county, state, and federal), non-profit organizations and volunteer groups in administering the motorized trails program funding allocations. Principal responsibilities include promoting the trails program statewide,reviewing grant proposals, preparing contracts for grant execution, monitoring projects funded from grants for progress and completion, recommends policies and procedures to improve the grant application, project tracking and completion processes, provides technical assistance to applicants and grantees, works with the Trails Program administrators, program subcommittees, organized industry affiliates and advocates to efficiently distribute funding allocations, implement program requirements and rules, support the STC and PWC funding decisions and implement agency decisions.Specific duties include, but are not limited to:Grant Oversight, Management, and Project AuditsPrincipal administrator of the snowmobile grant application, snowmobile grant ranking and selection processes, contract development, project execution, project monitoring milestones, project completion and contract closeout processes of approximately 50 open and active grant contracts annually for the motorized trails program. Develops thesnowmobile program’s grant application requirements annually. Develops and assists with the adoption of policies regarding fiscal management for the trails program funds. Reviews snowmobile grant applications to verify trails program grant requirements and any relevant NEPA requirements are met prior to grant selection. Assists with the selection of grant reviewers, scoring processes and develops recommendations on motorized grant selections and awards. Assists with the Off-highway vehicle grant program which features 100 to 120 open and active off-highway vehicle grant contracts annually and is the primary contact for non-profit grants through this program.This position is the initial contact for all snowmobile trails grant program change in scope or performance period modifications; develops strategies for trails program manager to approve. Insures snowmobile grant budgets, expenditures, and match complies with contract specifications by reviewing receipts and justification materials submitted by the grantees.Notifies grantees of grant award; finalizes scope of work and state contracts with the grantees. Reviews and approves receipts/bills for grantee payments, tracks expenditures of grant awards, reviews and approves grant match documentation in compliance with funding requirements. Tracks grant status and oversees project close out processes. Develops and maintains a motorized trails program database from which reports can be generated to track grant status. Alert and take appropriate action with project managers on contracts that are due to expire or that are not in compliance. Supervise 1-2 temporary employees hired to assist with project oversights, inspections, and file management.Purchasing and Contract ManagementManages the contracting and personal services, both state and federal procurement processes for the motorized trails Program’s administrative accounts. Exercises discretion and judgment to determine appropriate commitment documents. Coordinates, as the principal liaison for the Off-highway Vehicle program, with the CPW and DNR Controllers, Risk Management and state purchasing to ensure compliance. Tracks and applies state, departmental and division policies including the Colorado Contracts Procedures Manual, Colorado Revised Statutes, Code of Colorado Regulations, Policy Letters, Federal Policy Regulations and OMB circulars, and CORE Manual. Prepares contract and purchase order amendments to extend, change the scope of the project, or increase or decrease grant awards. Serves as the Off-highway Vehicle program’s principal liaison to city, state, county, federal and non-profit organizations and the motorized trails program manager to execute timely processing of all motorized trails program procurement documents. Administers all grant contracts, requests for proposals, amendments, vehicle purchases, credit card, and payments of purchase orders. Develops procedure manuals and processes payments. Substantiates all grant expenditures ensuring all compliance with funding requirements for state and regulations.Inspections and ReportsDevelops and maintains an annual inspection process for trail grant projects. Periodically verifies project work is finalized, and the funded projects comply with federal and state regulations and funding requirements. In cooperation with the regional trail coordinators, authorizes inspection documents that approve final payment to the grantees.Reviews and updates inspection reports to ensure budgets balance with the State of Colorado, DNR accounting, and the motorized trails program. Provide reports as requested to the public, CPW, the Department of Natural Resources (DNR) accounting staff, governmental political subdivisions (local, county, state, and federal), non-profit organizations and volunteer groups, State Trails Committee, Parks Finance, and State Parks staff.Funding Allocation and Budget ManagementDevelops annual capital construction and operating decision documents for the Motorized Trails Program budget allocations based on projected revenue. Recommends spending authority from DNR administrators and appropriation set up in CORE. Manages/monitors the financial compliance of 50 open and active snowmobile grant contracts and supports the OHV program as needed for additional non-profit grants. Requests grant setup in CORE. Tracks appropriations, expenditures, encumbrances and uncommitted funds and tracks up-to-date balances. Periodically, reconciles fund balances between CORE, Colorado’s data warehouse and federal records. Develops systems to check and balance financial allocations to assure fiscal responsibility, applying federal, state and agency contracting procedures, including but not limited to procurement rules, methods, fiscal rules and internal policies for the audit control of accounts. Identifies errors and initiates corrective actions while working closely with the CPW and DNRaccounting staff and controllers to ensure fiscal rules are met; suggests rule revisions as needed. Manages the fiscal authorizations to the motorized trails programs.State Trails Committee and Grant Review Subcommittee MeetingsAssists with the oversight and guidance of the STC. Reviews and assists the STC’s and Snowmobile and OHV grant review subcommittees in the ranking of grant applications; participates in the funding allocation decisions. Conducts initial screening of motorized grant applications. Coordinates the motorized trails program grant review subcommittee meetings in grant ranking, project selection and budget development. Assists the coordination of STC meetings and business as well as the grant review subcommittee meetings. Acts as the events coordinator to set up facilities, services and logistics for the STC and subcommittee meetings. Assists with the development of action items for the STC and the PWC. Periodically records, edits, validates, and archive minutes of the STC. Provides technical support to the STC regarding questions or issues on regulations, statutes, legislation and state rules. Responds and reacts to STC or subcommittee members upon request.OutreachOutreach Represents the CPW Trails Program to promote a statewide trail system for multiple trail uses. Provides technical assistance in development, advertising, and marketing of infrastructure and non-infrastructure proposals to increase the number of trails in Colorado. Responds to public inquires regarding trail related questions and issues in Colorado. Provides educational and informational content for the motorized trails program web site. Manage and coordination agency participation in trade shows that feature information regarding the motorized trails program.
