Department: 9620 GRU - IT Technical Management Salary Range Minimum: $33.16 Salary Range Maximum: $53.60 Closing Date: 02/24/2026 Job Details: This is a senior-level technical position performing advanced and complex analytical and operational work within the public sector and utility industry. The role supports a highly automated, multi-site enterprise network environment that delivers critical services for government operations, business systems, and 24/7 control applications. The position emphasizes team-oriented planning, design, and implementation within a secured, regulated, and audited on-site environment. Work requires advanced information technology expertise with specialization in the planning, configuration, installation, administration, operation, and repair of enterprise network infrastructure, including network and VoIP/telephony systems. The ideal candidate will possess extensive hands-on experience with enterprise routing, switching, and wireless technologies in a Cisco environment. Experience with VoIP systems and Microsoft Teams calling integration is highly desirable. Incumbents in this classification report to a designated supervisor and operate under minimal supervision. This class is distinguished from higher-level classifications by the absence of formal supervisory authority, and from lower-level classifications by its technical leadership, coordination of work activities, responsibility for planning and design functions, and mastery of advanced technical and analytical knowledge and skills. Incumbents in this classification report to a designated supervisor and work under minimal supervision. Work in this class is distinguished from higher classes by its lack of supervisory responsibility, and from lower classes by its leadership of work and coordination of others, designing and planning, and mastery of advanced technical and analytical knowledge and skill in computer networks and systems, and digital and analog phone systems. ESSENTIAL JOB FUNCTIONS Telecommunication Room Designs, plans, installs, administers, operates, and repairs telecommunication's room components including the efficient use of the floor space, rack space, power requirements and consumption, HVAC controls and heat output, environmental alarms, security access, cable management, disaster prevention and safety features with established practices for an auditable enterprise-level network environment; conducting or participating in the annual network disaster prevention, security, safety, and disaster response training. Computer Networks Designs, plans, installs, administers, operates, and repairs the enterprise-level LAN, WAN, Wireless LAN, VoIP, IVR, and Video Conferencing and surveillance IP networks efficiently and securely using appliance servers, routers, switches, VLANs, and other hardware to ensure stable operations, system connectivity, network traffic performance, remote access, and security breach protection in conformance with established practices for an auditable enterprise-level network environment for such activities as change management, preventative maintenance, access control, and NERC-CIP Critical Cyber Assets requirements. Appliances, Servers, Systems Designs, plans, installs, administers, operates, and repairs physical and virtual appliance servers consisting of hardware and applications in conformance with established practices for an auditable enterprise-level network environment for such activities as change management, preventative maintenance, access control, and NERC-CIP Critical Cyber Assets requirements. Phone Systems Designs, plans, installs, administers, operates, and repairs an enterprise-level physical and virtual phone environment consisting of hardware and software for POTS, PBX, VoIP, FoIP, VoiceMail, customer call center, call processing, automatic call distribution, route optimization, trunk groups, system distribution lists, E911, and working with external telecommunication providers in conformance with established practices for an auditable enterprise-level network environment for such activities as change management, preventative maintenance, and access control. End-Points Designs, plans, installs, administers, operates, and repairs digital and analog phones, intercoms, PA systems, door and gate security access, fax lines, modems, and alarms; video conferencing and CCTV; wired and wireless devices, and UPSes in conformance with established practices for an auditable enterprise-level network environment for such activities as change management, preventative maintenance, and access control. Disaster/Recovery Assists in designing and implementing redundant systems, policies, and procedures for disaster recovery to ensure effective protection and integrity of system and data assets, including network connections and protocols, appliance servers, and software applications. Modifies plans based on results of tests or incidents. Assists in developing and periodically conducting simulations to test system disruptions and disaster recovery plans and procedures, disaster avoidance and impact reduction strategies for the security and restoration of the data and phone network in the event of natural disasters, technical failures, power outages, and human interference. Security Assists in conducting risk assessments and business impact analyses to identify vulnerable areas within the organization's critical network functions. Assists in developing, implementing, maintaining, and overseeing enforcement of policies, procedures, technologies, and associated plans for network security. Assists in assessing the need for any security reconfigurations (minor or significant) and executes them, if required. Keeps current with emerging security alerts and issues. Administers and maintains end-user accounts, permissions, and access rights. Creates, maintains, removes and audits system and end-user accounts, permissions, and access rights. Assists in designing, performing, and overseeing penetration testing of the network in order to identify vulnerabilities. Recommends, schedules, and applies fixes, security patches, disaster recovery procedures, and any other measures required in the event of a security breach. Assists in planning, designing, implementing, and maintaining all network security systems and their corresponding or associated software, including firewalls, VPN, intrusion detection systems, cryptography systems, biometrics, log file analysis, anti-virus software, and all other network security activities. Assists in developing and communicating network security policies and procedures, including those for end users, IT staff, and legal/regulatory compliance. Recommends and assists with deployment of additional security products and tools, or enhancements to existing tools, to detect violations of network security measures. General Provides business-hour technical support for escalated client-side hardware, software, security and network issues in a timely and customer-friendly manner. Provides after-hours and weekend work for changes that must occur outside of regular business hours. Supports other IT teams throughout project, system, and application lifecycles. Drives City vehicle to service locations. Participates in various IT work activities such as feasibility studies, capacity planning, performance analysis and fine-tuning, new technology evaluation, new systems and applications technical requirements specifications and review, and acts as a project lead on network projects. Attends required on-the-job or coursework training. Attends work on a continuous and regular basis. NON-ESSENTIAL JOB FUNCTIONS Performs duties of the IT Network Technician I, II and Specialist level. Develops and maintains training materials for educating end users and new IT staff. Conducts research on emerging products, services, protocols, and standards in support of infrastructure procurement, enhancements and development efforts. Performs cost-benefit and return-on-investment analyses for proposed infrastructure components to aid management in making implementation decisions. Performs other related duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCE Graduation from an accredited two-year college or university with major course work in computer networks and systems, or digital and analog phone networks and systems and five (5) years of experience in at least two areas of: data communications and computer networks and systems, digital and/or analog phone networks and systems, telecommunication project leading; an additional two (2) years (7 in total) of experience can be substituted for the two-year degree, or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities. An Asssociate level Cisco certification in Collaboration, Routing and Switching or Wireless may be substituted for two-year college or university course work. CERTIFICATIONS OR LICENSES Licenses A valid Florida Driver License is required at time of appointment and at all times while employed in this classification. Certifications KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of theories, principles, standards, practices, tools, and materials of computer networks, phone systems, multi phone lines, fiber optics, copper wiring, telephone wire color code, proper punch down technique, voice processing, video processing, radio transmission systems, network administration, security, telecomm room management, disaster/recovery techniques, and problem solving. Ability to comprehend architectural structures of buildings and facilities. Ability to interpret and work from technical manuals, schematics, and blueprints. Ability, experience and willingness to observe all proper and safe work practices and use of tools, communication and testing equipment to ensure the safety of systems, hardware, self and others. Ability, experience and willingness to work without direct supervision and to creatively and effectively solve system, hardware and interpersonal issues. Ability, experience and willingness to stay current on all software and hardware systems to ensure ability to maintain system integrity and security, as well as the ability to resolve issues. Knowledge of principles and processes for providing customer service which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local security operations for the protection of people, data, and property. Knowledge of administrative and clerical procedures and systems such as managing files and records, designing forms, and other office procedures and terminology.
